RECOMMENDATION:
Staff recommends the City Council:
1. Approve and authorize the City Manager and the City Clerk to execute a five
(5) year Cooperative Agreement between Orange County Transportation
Authority and the City of Costa Mesa for the Senior Mobility Program.
2. Authorize the City Manager and the City Clerk to renew the agreement for one
(1) additional five-year term, upon mutual agreement of both parties; and,
3. Authorize the City Manager and the City Clerk to execute future changes and
amendments to the agreement.
BACKGROUND:
Measure M, Orange County’s half-cent transportation sales tax, was first approved in 1990
for a twenty-year period. After experiencing twenty years of success and progress, voters
renewed the sales tax for another thirty years resulting in Measure M2. Measure M2
includes funding for three programs, one of which is known as Project U, the Senior and
Disabled Transportation Fare Stabilization Program. As part of Project U, one percent of
net revenues from this tax support local community transportation services through the
Orange County Transportation Authority (OCTA) Senior Mobility Program (OCSMP).
2
The Costa Mesa Senior Center offers Senior Transportation Programs (STP) for Costa
Mesa residents aged 60 and older. The STP includes two components – the Senior
Mobility Program (SMP) and the Medical Transportation Program (MTP). The STP is
currently provided through a Professional Services Agreement with California Yellow
Cab.
The Senior Mobility Program (SMP) provides transportation to and from the Senior
Center as well as for personal shopping trips and other routinely scheduled
appointments in and around Orange County, with a select few destinations in Los
Angeles County. The program is funded primarily by the Orange County Transportation
Authority (OCTA) Measure M2 Fund dollars, with an annual matching requirement of 20
percent from the City.
The Medical Transportation Program (MTP) is mostly funded by a grant from Hoag
Hospital Newport Beach, but may be additionally funded by M2 funding if necessary.
This program provides senior citizens with transportation to and from their residence to
various medical facilities in Costa Mesa, as well as specified facilities within Orange
County and Los Angeles County boundaries.
The City currently contracts with California Yellow Cab (CYC) to provide taxi driver
services for the Senior Transportation Programs. However, STP services are not limited to
services provided by CYC. M2 Funding may be applied to any City expense for senior
transportation outlined in the City’s Service Plan, Exhibit A of OCTA Cooperative
Agreement C-1-3230.
The previous Cooperative Agreement with OCTA began on July 1, 2011 and the
amendment for a five year extension was executed on August 2, 2016. The extension
agreement expired on June 30, 2021.
ANALYSIS:
In order to ensure continuity of the transportation services offered to the senior
community of Costa Mesa, the Orange County Transportation Authority Cooperative
Agreement C-1-3230 between Orange County Transportation Authority (OCTA) and
City of Costa Mesa for the Senior Mobility Program (SMP) must first be approved, and
the City Manager/Executive Director and the City Clerk should be authorized to sign and
execute the agreement on behalf of the City.
Summary of cooperative agreement:
The Initial Term of the Cooperative Agreement with OCTA will be in effect from
the start date through June 30, 2026.
The option term to extend the Agreement up to an additional five (5) years would
commence on July 1, 2026, and continue through June 30, 2031 (Option term).

ALTERNATIVES CONSIDERED:
1. City Council could choose to not approve Cooperative Agreement No. C-1-3230
between the Orange County Transportation Authority (OCTA) and the City of
Costa Mesa for the Senior Mobility Program, thus discontinuing the Senior
Transportation Programs.
FISCAL REVIEW:
During the last five-year grant period, OCTA grant funding provided over $443,000 for
the Senior Mobility Program. Staff anticipates this grant funding level to continue in the
foreseeable future. The General Fund is responsible to match 20 percent of annual
program expenditures.

Amounts
2017 $86,439
2018 $88,422
2019 $94,437
