RECOMMENDATION:
Staff recommends that the City Council receive and file this report regarding the following
emergency purchases of $50,001 or more.
BACKGROUND:
As a result of the worldwide coronavirus pandemic (COVID-19), on March 12, 2020, the
Costa Mesa Director of Emergency Services issued a proclamation declaring a local
emergency to protect public health and slow transmission of COVID-19. The protection
of public health is vital to keeping our community safe while providing the following:
Mobilization of local resources;
Coordination of interagency response;
Acceleration of procurement of vital supplies;
Use of mutual aid;
Preparation for and response to suspected or confirmed COVID-19 cases;
Preparation to respond to increasing numbers of individuals requiring medical
care and hospitalization;
Implementation of measures to mitigate the spread of COVID-19 cases;
Sustained educational outreach regarding COVID-19 vaccinations; and
Continued coordination of vaccination clinics with neighboring cities and health
organizations.
As such, COVID-19 related expenditures were incurred by the City to not only to continue
essential services, but to also provide emergency services while mitigating the
transmission of the disease.
Title 2, Chapter 5, Article 2, Section 2-171 (c)(2) of the Costa Mesa Municipal Code states
that emergency purchases of any supplies, equipment or services in the amount of
$50,001 or more shall be reported to the City Council detailing the emergency purchase.

ANALYSIS:
The State has focused on saving lives and protecting its communities during the public
health emergency. California implemented the Blueprint for a Safer Economy to reduce
COVID-19 in the state with criteria for loosening and tightening restrictions on activities,
while keeping public health and safety a top priority. Every county in California was
assigned to a risk-level tier (Color-coded County Tier System) based on its test positivity,
average number of new cases per day, over 7 days, per 100,000 residents. In order to
advance to the next less restrictive tier, each county had to meet targeted requirements
to show reductions in levels of COVID-19 transmission.
In order to reduce COVID-19 transmission within the City, and ensure the health and
welfare of all employees, a weekly closure of City Hall every Friday was implemented to
clean, disinfect, and decontaminate City Hall, Bridge Shelter, Community Centers, Police
Department, Senior Center, Corporation Yard, and other essential City facilities,
equipment and apparatus. In addition, bipolar ionization units where installed throughout
City Hall to effectively and efficiently prevent the spread of COVID-19 indoors.
Other Centers for Disease Control and Prevention (CDC) measures, such as maintaining
six feet distance, working from home where possible, regular testing and a mask mandate
were implemented.
The table below shows the emergency purchases incurred in FY 2020-21 that were over
$50,001.
