RECOMMENDATION:
Staff recommends the City Council:
1. Introduce for first reading, by title only, Ordinance 2021-__ of the City Council of the
City of Costa Mesa, California, amending Section 13-10 (Planning Commission) of
Article 3 (Review Authorities) of Chapter I (In General) of Title 13 (Planning, Zoning
and Development) of the Costa Mesa Municipal Code (Attachment 1 to original
report).
2. Adopt revised Council Policy 000-2 (Attachment 1 to this report).
3. Repeal Council Policy 000-2.5 (Attachment 3 to original report).
BACKGROUND:
Staff has realized that the current version of Council Policy 000-2 (Attachment 5 to original
report) was not accurately reflected in the text of the revised Council Policy. As a result, Staff
has prepared a revised version of the proposed amended Council Policy 000-2 which it
recommends be adopted by City Council (Attachment 1 to this report).
ANALYSIS:
The draft Council Policy has been revised to reflect the 2012 revision, including Section 2.a.
which was added in 2012, but was not included in the 2011 version. That section requires
appointed committee members to be Costa Mesa residents. The remaining provisions of
Section 2 are renumbered from the draft initially circulated.

CONCLUSION:
Staff’s recommendation is that Council adopt the revised version of Council Policy 000-2
which now incorporates the 2012 revision of that policy.
