SEUNG YANG, P.E.
CITY ENGINEER (714) 754-5633
RECOMMENDATION:
Staff recommends that the City Council:
1. Adopt plans, specifications, and working details for the Citywide Street Slurry Seal
Project (Maintenance Zones 6 and 7), City Project No. 21-02.
2. Award a Public Works Agreement (PWA) to American Asphalt South, Inc., 19792 El
Rivino Road, Riverside, CA 92509 in the amount of $617,048 (Attachment 1).
3. Authorize the City Manager and City Clerk to execute the PWA and future
amendments to the agreement within Council authorized limits.
4. Authorize an additional ten percent (10%) contingency totaling $61,705 as needed
for unforeseen costs.
BACKGROUND:
As part of the Citywide Street Maintenance Program, the Slurry Seal portion of the project
includes the application of a surface coating and sealing of the roadway on streets that
do not require full pavement reconstruction.
The renewed Measure M (M2) funding program requires that cities in Orange County
maintain a uniform approach to rating and evaluating streets utilizing a standardized
Pavement Management Program (PMP). Based on pavement analysis recommendations
and field review, staff prepared a priority list and recommendations of streets to be repaired.
Some of these streets receive full rehabilitation, whereas others may just require slurry seal.
These recommendations were included in the scope of work for the Citywide Street
Maintenance Project.
2
The streets proposed for slurry seal improvements are located Citywide, but most of the
work is concentrated in the following areas covering Maintenance Zones 6 and 7, and
largely encompassing the following neighborhoods: Westside, Downtown West, Mesa del
Mar, Mesa Verde, and College Park (Attachment 2).
In addition, portions of the streets that exhibited structural deficiencies were addressed as
localized repairs through the Citywide Street Rehabilitation Project. Upon completion of
these localized repairs, these streets are now qualified to be slurry sealed.
A copy of specifications and working details are available for review in the Office of the City
Clerk or in the Public Services Department, and are posted on the City website at:
https://www.costamesaca.gov/city-hall/city-departments/public-services/capital-
improvement-projects
ANALYSIS:
The scope of work for this phase of the project includes the application of a Type II slurry
seal pavement coating, and the replacement of traffic markings, striping, and traffic control
implementation. The contractor is required to complete all of the tasks necessary to perform
the work as outlined in the contract documents.
The City Clerk received and opened six (6) bids for this project on June 2, 2021. American
Asphalt South, Inc., the apparent lowest bidder, submitted a bid proposal in the amount of
$617,048. The Engineer’s estimate was $584,354 and the average of the six (6) bids
received amounted to $730,137. An analysis of the bids indicates that American Asphalt
South submitted a bid proposal five percent (5%) higher than the Engineer’s estimate. The
bid results are summarized in the bid abstract (Attachment 3).
Upon City Council award of the Public Works Agreement (PWA), American Asphalt South
will furnish the necessary bonds and insurance. After the award and subsequent execution
of the agreement, staff will issue the “Notice to Proceed.”
Therefore, staff requests that City Council award the agreement to American Asphalt South
as the lowest responsible bidder.
ALTERNATIVES CONSIDERED:
The alternative to the Council action would be to reject all bids, re-advertise, and re-bid the
project. Staff believes that re-advertising and re-bidding the project will not result in lower
cost bids.
FISCAL REVIEW:
Funding for this project is available in the FY 2021-22 Gas Tax Fund (201) Street
Maintenance Citywide project.
LEGAL REVIEW:
The City Attorney’s Office has reviewed the report, prepared the Public Works Agreement,
and approves them both as to form.
