REGULAR ADJOURNED MEETING (STUDY SESSION) OF THE
CITY COUNCIL
CITY OF COSTA MESA
March 13, 2007
The City Council of the City of Costa Mesa, California met in a Regular
Adjourned Meeting (Study Session), on Tuesday, March 13, 2007, at 4:40 p.m.,
in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The
meeting was called to order by the Mayor.

I. PUBLIC COMMENT
John Feeney, Costa Mesa, commended the staff for the report on the gangs but
expressed concern as he did not see anything in the report about results oriented
prevention. He hoped that the Council would require a results oriented report
every six months from the agency.
2. Charlene Ashendorf, Costa Mesa, spoke about gangs hoping that a strong
unified message would be made, that there would be education to the community
and stressed prevention services; regarding Bethel Towers urged the Council to
extend affordable senior housing beyond the current ten -yeas period; and asked
that the homeowners associations be included in the outreach efforts for input on
the housing element.
3. David Kinkade, Costa Mesa, implored the Council to_ ensure that there are fire
sprinklers placed in the Bethel Towers, incase of a fire.
4. Ann Hogan Shereshevsky, Costa Mesa, ran through a_ list of questions that she
had in regard to a fire that recently took place at Bethel Towers. _ _
5. Manuel Real, representative of Victory Outreach, offered their assistance with the
gang problem in the City, and commented that he felt education needs to begin
with the youth at an earlier age.
II. ITEMS FOR DISCUSSION
Gana Enforcement and Prevention
Police Chief Shawkey, introduced Police Captain Ron Smith who presented the
report on a comprehensive gang reduction strategy (Gang Initiative) and an update
on the current status of gang activity within the City. He responded to questions
from the City Council. Jane Garland of the Newport Mesa Unified School District,
Director of the ASK Program, spoke of the accomplishments of the program and of
the continuing efforts of the School District in the area of intervention.
2. Bethel Towers Fire Safetv Svstem Proposal
Thomas Hatch, Assistant City Manager, introduced Muriel Ullman, Neighborhood
Improvement Manager, and Gregg Steward, Deputy Fire Chief, and William
Kershaw, Fire Captain, who provided an overview of the risk assessment of Bethel
Towers, and its fire "Target Hazard" designation. Options were presented and
discussion took place with Council relative to the possible budgeting of funds in the
next fiscal year, pursuit of grants and financing available to assist with the upgrading
of the fire protection system. No action was taken by the City Council.
The Mayor recessed the meeting at 6:40 p.m. and reconvened at 6:50 p.m.
3. 2007 Housina Element Uodate Briefinq
Donald Lamm, Development Services Director, presented an overview of state
mandated updating of the City's Housing Element by the year 2008. Kimberly
Brandt, Principal Planner re -introduced Veronica Tam, of Veronica Tam and
Associates, who will be assisting the City in preparing the mandated report.
Council provided feedback on their priorities with respect to housing design
excellence, motel conversions, and acquisitions of distressed housing for affordable
housing.
4. Emr)lovee of the Month
The City Council reviewed applications for Employee of the Month, a preference was
indicated, absent any objection. Announcement of the Employee of the Month
would be made at a subsequent City Council meeting.

IV. ADJOURNMENT:
The Mayor declared the City Council meeting adjourned at 7:00 p.m. The next
Regular Meeting will be held March 20, 2007, at 6:00 p.m.
