The containers are used to store promotional products and supplies for E-Z Lettering Service. • A MCUP is required because the containers are visible from off-site and exceed floor area ratio standard for moderate traffic uses (maximum 0.25 allowed; 0.41 proposed). • Since the containers cannot be completely screened from view from Farad Street and Ohms Way, and they impact parking for other tenants in the multi-tenant development, it is staffs opinion that they create a visual impact and are not compatible with developments on-site and in the vicinity. • The applicant is required to have all containers removed from the site no later than August 24, 2007. FINDINGS 1. The information presented does not comply with Section 13-29(g)(2) of the Costa Mesa Municipal Code in that: a. The minor conditional use permit to allow outdoor storage containers is not compatible with developments in the same general area. The containers are visible from the streets and reduce parking for a multi-tenant development. b. Granting the minor condition use permit will be detrimental to the health, safety and general welfare of the public or other properties or improvements within the immediate vicinity. c. Granting the minor conditional use permit will allow a use, density or intensity which is not in accordance with the general plan designation for the property. 2. The information presented does not comply with Section 13-29 (e) of the Costa Mesa Municipal Code in that: a. The proposed use is not compatible and harmonious with uses on-site or on surrounding properties. b. Safety and compatibility of the design of the containers, parking areas, landscaping, and other site features including functional aspects of the site development such as automobile and pedestrian circulation have been considered. The project has been reviewed for compliance with the California Environmental Quality Act (CEQA), the CEQA Guidelines, and the City environmental procedures, and has been found to be exempt from CEQA under Class 1 for Existing Facilities. 4.
