HomeMy WebLinkAbout05/08/2007 - Special Meeting - City CouncilSPECIAL MEETING OF THE CITY OF COSTA MESA CITY COUNCIL MAY 8, 2007 The City Council of the City of Costa Mesa, California met in a Special Meeting on Tuesday, May 8, 2007, at 4:10 p.m. in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. I. PLEDGE OF ALLEGIANCE: Mayor Mansoor II. ROLL CALL: Council Members Present: Council Members Absent: Mayor Allan Mansoor Mayor Pro Tem Eric Bever Council Member Katrina Foley Council Member Linda Dixon Council Member Excused: Council Member Wendy-Leece _ Officials Present: City Manager Allan Roeder City Attorney Kimberly Hall Barlow City Clerk Julie Folcik The City Attorney noted that Council Member Leece was abstaining from the closed session due to the subject property being within 500 feet of her residence. III. PUBLIC COMMENT 1. Gary Monahan, Costa Mesa, expressed thanks to Supervisor John Moorlach and encouraged Council's support of Option No. 3 of the LAFCO's recommendation for that was to be discussed relative to hearing before LAFCO the next day. IV. CLOSED SESSION 1. Conference with Legal Counsel — Anticipated Litigation: Significant exposure to litigation, one case, pursuant to Government Code Section 54956.9(b)(1). The Mayor recessed the meeting at 4:13 p.m. to the Closed Session. The Mayor reconvened the meeting at 4:45 p.m. The City Attorney reported that the Council considered Annexation issues relating to the hearing before LAFCO to be held on May 9, 2007, and that the following determination took place in the closed session: S The Council has determined to support LAFCO's Option No. 3 and to continue in its efforts on expanding the Banning Ranch Application. "This option meets the needs and the demands of the community and it is a comprehensive and equitable solution to the remaining boundary issues between Costa Mesa and Newport Beach." She reported that the City appreciates the efforts of LAFCO and of staff and the Board .of Supervisor's and Supervisor John Moorlach in the efforts they have made to resolve these issues and to develop comprehensive solutions to this problem. The vote of the Council was as follows: Ayes: Mayor Allan Mansoor, Mayor Pro Tem Eric Bever, Council Member Katrina Foley Noes: None. Absent: Council Member Linda Dixon.
