HomeMy WebLinkAbout14-65 - 2000 General Plan for Third Cycle of Year 2014RESOLUTION NO. 14-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA FOR A GENERAL PLAN AMENDMENT CYCLE REPORT, AMENDING THE 2000 GENERAL PLAN FOR THE THIRD CYCLE OF YEAR 2014 FOR GENERAL PLAN AMENDMENT GP -14-02, COLLEEN / SANTA ANA ANNEXATION THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS FOLLOWS: WHEREAS, the City Council of the City of Costa Mesa ("City") adopted the 2000 General Plan ("General Plan") on January 22, 2002; WHEREAS, California Government Code Section 65358(a) authorizes the City Council to amend the General Plan if it deems to be in the public interest; and, WHEREAS, on or about May 12, 2014, the Costa Mesa Planning Commission held a duly -noticed public hearing and recommended to the City Council approval of GP -14- 02 for the 14 -acre area referred to as Colleen/ Santa Ana Annexation changing the land use designation from Medium Density Residential (MDR) to Low Density Residential (LDR); WHEREAS, on June 17, 2014, the City Council held a duly -noticed public hearing and adopted Resolution No. 14-35 approving General Plan Amendment GP -14-02 subject to the approval of the General Plan Amendment Cycle Report; WHEREAS, per Government Code Section 65358(b), a City's General Plan cannot be amended more than four (4) times per calendar year; WHEREAS, the 2013-2021 update to the Housing Element of the General Plan was adopted by City Council in January of 2014 and GP -13-02 and GP -14-01 were adopted by City Council on August 5, 2014, making this the third general plan amendment cycle for Year 2014; Resolution No. 14-65 Page 1 of 4 WHEREAS, the General Plan amendments were discussed fully with testimony and documentation presented by the public and affected government agencies with all persons given the opportunity to speak for and against the proposed project; WHEREAS, the third cycle for 2014 consists of General Plan Amendment GP -14- 02 for the Colleen/Santa Ana Annexation; WHEREAS, the City Council reviewed GP -14-02 for compliance with the California Environmental Quality Act (CEQA), the CEQA guidelines, and the City's environmental procedures, and deemed it exempt from further review under Section 15319(a) Annexation of Existing Facilities and Lots for Exempt Facilities. BE IT RESOLVED that, based on the evidence in the record, THE CITY COUNCIL HEREBY ADOPTS RESOLUTION NO. 14-65 constituting a General Plan Cycle Report for the third General Plan Amendment cycle for 2014. BE IT FURTHER RESOLVED that the adoption of Resolution No. 14-65 for the General Plan Cycle Report shall. complete the final required step in order for the Local Agency Formation Commission to initiate processing the annexation application. #GHEIMER of Costa Mesa ATTEST: &WA-P���-- BRENDA-^-PREEN CITY CLERK this 21 st day of October, 2014.
