A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING PARCEL MAP
NO. PM -00-239.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, an application was filed by Southern California Edison Company
with respect to real property located at 373 Monte Vista Avenue, requesting approval
of a parcel map to subdivide an existing 39,596 -square -foot parcel into two lots,
24,437 square feet and 15,159 square feet, respectively, in the R2 -MD zone; and
WHEREAS, the Planning Commission held a duly noticed public hearing
on April 9, 2001, and approved Parcel Map PM -00-239; and
WHEREAS, Parcel Map PM -00-239 was appealed to the City Council; and
WHEREAS, duly noticed public hearings were held by the City Council on May
21, 2001, June 4, 2001, and July 2, 2001;
NOW, THEREFORE, BE IT RESOLVED that based on the evidence in the. record,
the findings contained in Exhibit "A", and subject to conditions contained in Exhibit
"B", the City Council hereby approves Parcel Map PM -00-239 with respect to the
property described above.
BE IT FURTHER RESOLVED that the Costa Mesa City Council finds and
determines that adoption of this resolution is expressly predicated upon the activity as
described in the agenda report for Parcel Map PM -00-239 and upon the applicants'
compliance with each and all conditions contained in Exhibit "B". Any approval
granted by this resolution herein shall be subject to review, modification, or revocation
if there is a material change that occurs in the operation, or if the applicant fails to
comply with any of the conditions of approval.

EXHIBIT "A"
FINDINGS
APPL. PM -00-239
A. The creation of the subdivision and related improvement is consistent with the
City's General Plan and Zoning Code.
B. The subject property is physically suitable to accommodate the subdivision in
terms of type, design, and density of development, and will not result in
substantial environmental damage nor public health problems, based on
compliance with the Zoning Code and General Plan, and consideration of
appropriate environmental information. To insure that the future development of
Parcel 1 is compatible and harmonious with the substation, a minimum 20 -foot
wide separation will be provided between future residential structures on Parcel
1 and the substation on Parcel 2.
C. The design of the subdivision provides, to the extent feasible, for future passive
or natural heating and cooling opportunities in the subdivision, as required by
Government Code Section 66473.1.
D. The subdivision and development will not unreasonably interfere with the free
and complete exercise of the public entity and/or public utility rights-of-way
and/or easements within the tract.
E. The discharge of sewage from this subdivision into the public sewer system will
not violate the requirements of the State Regional Water Quality Control Board
pursuant to Division 7 (commencing with State Water Code Section 13000).
F. The project has been reviewed for compliance with the California Environmental
Quality Act (CEQA), the CEQA Guidelines, and the City environmental
procedures, and has been found to be exempt from CEQA.
G. The project is exempt from Chapter XII, Article 3 Transportation System
Management, of Title 13 of the Costa Mesa Municipal Code.

CONDITIONS OF APPROVAL
Ping. 1. Approval of this parcel map does not constitute approval of
the site for residential. development. Residential development
shall be submitted separately for approval and shall be
subject to applicable City codes.
2. Deleted.
3. Require enhancement of the existing landscaping such as
ground cover and shrubbery, as appropriate for Parcel #2,
under direction of Planning Division.
4. Eliminate chain link fencing and replace with wrought -iron or
other decorative fencing under direction of Planning Division.
