HomeMy WebLinkAbout01-60 - Safe Neighborhood Parks, Clean Water, Clean Air, and Coastal Protection Bond Act of 2000 (Fairview Park)RESOLUTION NO. 01-60 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AUTHORIZING THE APPLICATION FOR GRANT FUNDS FOR URBAN RECREATIONAL AND CULTURAL CENTERS, MUSEUMS, AND FACILITIES FOR WILDLIFE EDUCATION OR ENVIRONMENTAL EDUCATION PROGRAMS UNDER THE SAFE NEIGHBORHOOD PARKS, CLEAN WATER, CLEAN AIR, AND COASTAL PROTECTION BOND ACT OF 2000 FOR FAIRVIEW PARK (THE "PROJECT"). WHEREAS, the people of the State of California have enacted the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or Environmental Education Programs which provide funds to the State of California for grants to cities, counties, non-profit organizations and federally recognized California Indian Tribes; and WHEREAS, the California Department of Parks and Recreation has been delegated the responsibility for the administration of the Program within the state and grant Project identified hereinabove, setting up necessary procedures; and WHEREAS, said procedures established by the California Department of Parks and Recreation require the applicant's governing body to certify by resolution, the authorization and approval of the application before submission of said application to the State; and WHEREAS, the City (the "Applicant") will, upon approval by the Applicant's authorized agent, enter into a contract with the State of California for the Project; and WHEREAS, by approving this resolution, the City Council is under no obligation to accept grant funds for the projects specified in the each of the three grant application, should such applications be approved by the State; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa authorizes and approves the filing of an application for local assistance funds from the Urban Recreational and Cultural Centers, Museums and Facilities for Wildlife Education or Environmental Education Programs under the Safe Neighborhood Parks, Clean Water, Clean Air and Coastal Protection Bond Act of 2000; and BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa hereby certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa hereby certifies that the Applicant has reviewed and understands the General Provisions contained in the contract provided in the Procedural Guide; and BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa hereby appoints the City Manager or his designee as agent to conduct all negotiations, execute and submit all documents including; but not limited to the applications, agreements and payment requests, which may be necessary for the completion of the aforementioned Project. BE IT FURTHER RESOLVED that the City Council reserves the right to accept or reject the grant funds for any or all of the projects specified in each of the three grant applications, should the State approve the City's application for grant funds.
