A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
THE COSTA MESA, CALIFORNIA, IN SUPPORT OF
COLLABORATIVE EFFORTS WITH THE NEWPORT -MESA
UNIFIED SCHOOL DISTRICT FOR AFTER-SCHOOL
ENRICHMENT ACTIVITIES."
WHEREAS, the Newport -Mesa Unified School District and the City of Costa
Mesa have a history of collaborating with each other and with many of the local
non -profits to provide after-school enrichment activities that strengthen our youth;
and
WHEREAS, the current collaborative efforts include:
Project Success. Project Success is the city's largest collaborative after
school enrichment program. This program's goal is to increase student's
success in their school performance by providing an effective program of
constructive after school alternatives designed to improve academic and
social skills in a safe and nurturing environment. Project Success is at seven
elementary schools and one middle school. The average attendance at each
of these sites is 45 students per day. The program is designed to include
literacy, reading skills, English language development, and enrichment
activities. Health services and education are provided. A nutritional snack is
provided. A credentialed teacher assists the other team members in the
various aspects of the program.
WHEREAS, the City of Costa Mesa provides the recreation component and
the non-profit partners provide the following services:
1. YMCA - Youth and Community program which promotes character
development and civic responsibility through educational and community
service projects.
2. Boys and Girls Club — Homework assistance to strengthen academic
performance.
3. Camp Fire Boys and Girls — Rising Stars- Promotes healthy life styles,
self-reliance, and social responsibility with story telling, drama, cooking,
science and art.
4. Orange Co. Dept. of Education - Friday Night Live - a program that
addresses attitudes toward school and develops positive social skills.
WHEREAS, in addition to the services offered through Project Success, the
City of Costa Mesa works collaboratively with the Newport -Mesa Unified School
District to provide after-school recreation and physical development activities at
twelve sites including providing programs such as:
Youth Achievers: Youth Achievers is a collaboration of the YMCA, Costa
Mesa Chamber of Commerce, Costa Mesa High School, Orange County
Community Congregation Organization, and the Presbyterian Church of the
Covenant. Youth Achievers provides mentoring, tutoring, character
development and enrichment activities after school. The project targets
youth at -risk -for -retention (ARR). The goal is to ensure that students have
the opportunity to excel in their studies and graduate with their classmates.
AVID: (AVID Advancement Via Individual Determination) is a Newport -Mesa
Unified School District program that provides mentoring and support to high
school students. The mission of AVID is to ensure that all students and
most especially, students in the middle, capable of completing a college
preparatory path will:
1. Succeed in the most rigorous curriculum;
2. Enter mainstream activities of the school;
3. Increase their enrollment in four year colleges; and
4. Become educated and responsible participants and leaders in a
democratic society.
Playground Program: The City of Costa Mesa provides 39 weeks of after-
school playground programming (September through June) at 12 elementary
school locations with a total minimum attendance of 14,700 children per
month. An additional 9 weeks of summer playground programming (June
through August) is provided at 5 to 7 elementary school locations with an
approximate attendance of 1,750 children per month.
WHEREAS, despite these efforts, we serve less than 15 percent of the
children in the City of Costa Mesa; and
WHEREAS, over 12,000 children could benefit from increased collaboration
between the City of Costa Mesa and the Newport -Mesa Unified School District
along with non-profit agencies; and
WHEREAS, a closer working relationship and cooperative efforts by local
non-profit agencies, the Newport -Mesa Unified School District, and the City of
Costa Mesa maximizes public resources for the benefit of all residents of Costa
Mesa; and
NOW, THEREFORE, BE IT RESOLVED that the Newport -Mesa Unified School
District, the City of Costa Mesa, and our community partners are proud to be at
the cutting edge of collaboration and will continue to work together to enhance
and increase after-school programs and help the community to better understand
the importance that after-school enrichment activities provide for the entire
community; and
BE IT FURTHER RESOLVED that the City Council of the City of Costa Mesa
enthusiastically supports the furtherance of collaborative efforts with the Newport -
Mesa Unified School District along with our community non-profit partners in
enhancing after-school programs and making Costa Mesa a better place to live,
work, and play, but understands that the City's role in this collaborative effort
must and will strictly comply with all laws including the first amendment
concerning separation of church and state.
