1. Obtain a demolition permit from the Building Division. The fee is based on the
vuluation of demolition and fill.
2. Obtain conswction access permit from Engineering Division, 4th floor. Costa
Mesa City Hall.
3. Break out and remove a three foot square section of the bottom at each end of
the pool.
4. Remove the coping and the bond beam around the perimeter of the pool ro 12"
below grade.
5. Provide a soil compaction report, certifying a compaction of 90/95% at the time
of final inspection.
6. Remove and cap electrical to main service.
7. Remove and cap gas line to main service.
8. Remove and cap water line ro main service.

Compaction Testing for Abandoned Swimming Pool Backfill; Amy Mashbum
Property at 2553 Oxford Lane, Costa Mesa, California
As per your request, a field density est (ASTM D-2937) was taken in the backfill for the subject
swimming pool (+/- 4 to 8 feet deep) abandonment, in the rear yard of the subject single family
residential site. Two (2), 3' by 3' holes were cut in the pool shell bottom, to facilitate free drainage.
The entire perimeter bond beam and pool shell walls were removed to an approximate depth of 12"
below adjacent finished grade. The equipment was also Temoved, and the utility lines were capped.
A clayey silty sand backfill was placed in the prepared pool shell cavity in 6 to 8 inch thick lifts, and
each lift compacted by wheel rolling with a Bobcat loader and by a hand-operated Wacker Tamper.

A maximum densitv and optimum moisture test (AST'M D-1557) was perfortned in the laboratory,
on a sample considered representative of the backfill material. When comparing the fiel� and
laboratorv tests, a relative compaction value of 91.6 percent resulted. The test results and a partial
site plan (prepazed from field observations) ofthe site, are presented per the attached Table I. Based
upon observations and the testing results, the completed backfill is wnsidered geotechnically suitable
for support of planned landscape. However, should any structures be planned for the pool and
adjacent areas in the future, a complete site specific geotechnicaUfoundation soil
investigation/evaluation should be performed.
