A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA APPROVING MASTER PLAN PA -99-34 AND
MINOR CONDITIONAL USE PERMIT ZA-01-36.
THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS
FOLLOWS.
WHEREAS, an application was filed by Paul Freeman on behalf of C.J.
Segerstrom and Sons with respect to the real property located at 1475 South Coast
Drive, requesting approval of a 308,000 square -foot retail building with a minor
conditional use permit to allow compact parking in the PDC (pending) zone; and
WHEREAS, a duly -noticed public hearing was held by the Planning Commission
on August 13, 2001, August 27, 2001, September 4, 2001, September 10, 2001, and
September 24, 2001; and
WHEREAS, on September 24, 2001, Planning Commission recommended
approval to City of Costa Mesa Council of Master Plan PA -99-34 and Minor Conditional
Use Permit ZA-01-36 by adoption of Resolution PC -01-50; and
WHEREAS, On February 12, 2001, August 13, 2001, and August 27, 2001, the
Planning Commission 'also conducted public hearings on the Draft Program
Environmental Impact Report (EIR) No. 1048 prepared for Segerstrom Home Ranch.
The Planning Commission found that Draft Program EIR No. 1048 and the comments
and responses that collectively constitute Final Program EIR No. 1048 have been
reviewed and considered. The Planning Commission recommended that mitigation
measures be placed as conditions of approval on the final master plan (PA -99-34) that
minimize anticipated impacts to a level of insignificance where possible as identified in
the Final Program EIR No. 1048; and
WHEREAS, the environmental review for the project was processed in
accordance with the requirements of the California Environmental Quality Act (CEQA),
the State CEQA Guidelines, and the City of Costa Mesa Environmental Guidelines; and
WHEREAS, the Planning Commission has recommended certification of Final
Program EIR No. 1048 by adoption of resolution PC -01-46; and
WHEREAS, the Planning Commission has considered and found that the
benefits of the Segerstrom Home Ranch project outweigh the unavoidable adverse
impacts that remain after mitigation and, by separate resolution for General Plan
amendment GP -00-05, recommended to the City Council adoption of statements of
facts and findings and overriding considerations.
WHEREAS, the City Council held a duly noticed public hearings on October 15,
2001, October 29, 2001, November 5, 2001, November 13, 2001, ' and November 19,
2001.
NOW, THEREFORE, BE IT RESOLVED that, based on the evidence in the
record and the findings contained in exhibit "A", and subject to the conditions contained
in exhibit "B", the City Council hereby APPROVES Master Plan PA -99-34 and Minor
Conditional Use Permit ZA-01-36 with respect to the property described above.
BE IT FURTHER RESOLVED that the Costa Mesa City Council does hereby find
and determine that adoption of this resolution is expressly predicated upon the activity
as described in the staff report for Master Plan PA -99-34 and Minor Conditional Use
Permit ZA-01-36, and upon applicant's compliance with each and all of the conditions
contained in Exhibit "B", as well as compliance with each and all of the items contained
within the Mitigation Monitoring Program for Master Plan PA -99-34 as set forth in
Exhibit "C". Any approval granted by this resolution shall be subject to review,
modification, or revocation if there is a material change that occurs in the operation, or if
the applicant fails to comply with any of the conditions of approval.

EXHIBIT "A"
FINDINGS
A. The information presented substantially complies with Costa Mesa Municipal
Code section 13-29(g)(5)(a) in that the proposed IKEA building, as conditioned,
meets the broader goals of the General Plan, North Costa Mesa Specific Plan,
and Zoning Code by exhibiting excellence in design, site planning, integration of
uses and structures, and protection of the integrity of neighboring development.
B. The information presented substantially complies with Costa Mesa Municipal
Code section 13-29(g)(2) in that the proposed compact parking is substantially
compatible with developments_ in the same general area. Granting the minor
conditional use permit will not be detrimental to the health, safety and general
welfare of the public or other properties or improvements within the immediate
vicinity. Specifically, compact parking will be placed away from the main entry.
The amount of proposed parking is almost double that required by Code.
Approval of a maximum of 10% compact parking will allow design flexibility to
accommodate required landscaping and sidewalk improvements. Granting the
minor conditional use permit will not allow a use, density or intensity which is
not in accordance with the general plan designation and specific plan for the
property.
C. The proposed project complies with Costa Mesa Municipal Code Section 13-
29 (e) because:
The proposed development and use are compatible and harmonious with uses
both on-site as well as those on surrounding properties.
Safety and compatibility of the design of the buildings, parking areas,
landscaping, luminaries, and other site features including functional aspects of
the site development such as automobile and pedestrian circulation have been
considered.
The proposed project complies with applicable performance standards
prescribed in the Zoning Code;
The project is consistent with the General Plan and the North Costa Mesa
Specific Plan.
The planning application is for a project -specific case and does not establish a
precedent for future development.
The cumulative effects of all past and present planning applications have been
considered for both the subject property and surrounding properties.
D. Final Program Environmental Impact Report (EIR) #1048 was prepared, pursuant
to the California Environmental Quality Act. Although the proposed project
could have a significant effect on the environment, according to the Final
Program EIR, which reflects the independent judgment of the City of Costa
Mesa, mitigation measures have been added to the project that minimize
anticipated impacts to a level of insignificance where possible.
E. The evidence in the record as a whole rebuts the presumption of adverse
effect on wildlife resources as described in section 753.5(d) of Title 14, CCR.
F. The project, as conditioned, is consistent with Chapter XII, Article 3,
Transportation System Management, of Title 13 of the Costa Mesa Municipal
Code in that the development project's traffic impacts will be mitigated at
affected intersections and by the payment of traffic impact fees.
EXHIBIT "B"
CONDITIONS OF APPROVAL
Ping. *1.
The project shall comply with the mitigation measures of Final Program
Environmental Impact Report #1048 prepared for this project as listed in
the attached document.
2.
Address assignment shall be requested from the Planning Division prior to
submittal of working drawings for, plan check. The approved address of
individual units, suites, buildings, etc., shall be blueprinted on the site plan
and on all floor plans in the working drawings.
3.
Prior to issuance of building permits, applicant shall contact the US Postal
Service with regard to location and design of mail delivery facilities. Such
facilities shall be shown on the site plan, landscape plan, and/or floor plan.
4.
Street addresses shall be displayed on the freestanding sign or, if there is
no freestanding sign, on the fascia or store front adjacent to the main
entrance of the building, in a manner visible to the public street and on the
building face/wall/fence visible to the public alley, if applicable. Numerals
shall be a minimum 12" in height with not less than 3/" stroke and shall
contrast sharply with rthe background. Identification of individual units shall
be provided adjacent to the unit entrances. Letters or numerals shall be 4"
in height with not less than '/4" stroke and shall contrast sharply with the
background.
5.
The conditions of approval and. ordinance or code provisions of planning
application PA -99-34 shall be blueprinted on the face of the site plan.
6.
The applicant shall contact the Planning Division to arrange for a "special
requirements" inspection of the -site prior to the release of occupancy. This
inspection is to confirm that the conditions of approval and code
requirements have been satisfied.
7.
Street setback landscape areas shall , be improved with a combination of
screening walls and berming, as well as dense landscaping including trees,
shrubs, vines, and ground covers, under the direction of the Planning
Division.
8.
A minimum 20 -foot depth of landscaped area shall be provided along both
the Harbor Boulevard and South Coast Drive frontages.
9.
Any type of equipment including, but not limited to backflow preventers,
transformers, or other utility cabinets, shall be prohibited within the 20 -foot
deep landscaped setback along all Harbor Boulevard, South Coast Drive,
Susan Street, and the 1-405. Irrigation backflow preventers may be placed
within this setback area but shall be screened from view under the direction
of the Planning Division.
10.
If the Gisler and/or Greenville Banning flood control channels are not
enclosed prior to IKEA'S opening, the site plan shall be revised showing
how all applicable development standards shall be satisfied including, but
not limited to, landscape setbacks, parking, and on-site circulation.
Revised improvements may be required to be installed, prior to the release

11.
Routes for IKEA product truck deliveries are restricted to Harbor Boulevard
and Susan Street south of South Coast Drive, and South Coast Drive
between Harbor Boulevard and Susan Street. Trucks delivering products
to customers are excluded from this condition.
12.
There shall be no restrictions on truck deliveries prior to IKEA's opening.
Commencing 30 days after IKEA's opening, a maximum of seven truck
deliveries per day shall be permitted. Deliveries shall be prohibited during
peak hours of 7 to 9 a.m. and 4:30 to 7 p.m. Excluded from this condition
are normal business deliveries such as FedEx, UPS, USPS, etc. and
deliveries to customers.
13.
The applicant shall submit to the Planning Division a report detailing onsite
parking demand and supply 30 days after the opening date. Subsequent
reports shall be submitted to Planning Division 60 days, 90 days, 6
months, 9 months, and 1 year from the date of opening. If it is found that
onsite parking is inadequate, additional parking may be required to be
provided under the direction of the Planning Division.
14.
Applicant shall obtain a special event permit from the City's Code
Enforcement Division for any grand opening events.
Eng. 15.
Maintain the public right-of-way in a "wet -down" condition to prevent
excessive dust and promptly remove any spillage from the public right-of-
way by sweeping or sprinkling.

A list of security recommendations has been provided by the Police
Department for the applicant's consideration.

SECTION 1
INTRODUCTION
Section 21081.6 to the State of California Public Resources Code requires a Lead or Responsible
Agency that approves or carries out a project where an environmental impact report (EIR) has
identified significant environmental effects to adopt a "reporting or monitoring program for adopted
or required changes to mitigate or avoid significant environmental effects." The City of Costa
Mesa, Development Services Department (DSD) is the Lead Agency for the Home Ranch Program
EIR and, therefore, is responsible for implementation of the mitigation monitoring program. Final
EIR-1048 has been prepared for the IKEA home furnishings store component of the Home Ranch
project which addressed the potential environmental impacts and, where appropriate,
recommended measures to mitigate these impacts. As such, a mitigation measure reporting and
monitoring program is required for the Program EIR to ensure that all relevant mitigation measures
that have been adopted are implemented.
Section 2 describes the roles of responsible parties in implementing and monitoring the adopted
mitigation measures, and generally describes the program procedures.
Table 1 in Section 3 includes the list of mitigation measures and identifies the timing of the
implementation or verification of each measure, the method of verification, and the party
responsible for verifying that the measure is complete. The City and/or project applicant are
responsible for the implementation of each measure, and the City representative is responsible for
verifying that the measure has been satisfactorily completed, and/or written evidence submitted to
the City, which verifies that the measure has been satisfactorily completed.

PROJECT MANAGEMENT
2.1 RESPONSIBILITIES

IKEA Mitigation Monitoring Program
The mitigation monitoring plan (MMP) for the IKEA home furnishings store of the Home Ranch
project will be in place through construction of the project or until all mitigation measures are
implemented. The City of Costa Mesa Development Services Department is the Lead Agency for
the project. If required, the City will be responsible for designating another agency, such as the
U.S. Army Corps of Engineers, to take responsibility for implementation of portions of the MMP,
if and when appropriate.
The primary City of Costa Mesa personnel responsible for verifying compliance with the mitigation
measures listed within Section 3, is the Development Services Department including having the
primary role of coordinating the compliance verifications of all other parties. These parties, or
designated assignees, are responsible for ensuring that the mitigation measures are completed,
and are vested with the authority to act accordingly.
2.2 GENERAL PROCEDURES
The Planning and Redevelopment Manager, Development Services Department, or designated
assignee, will be responsible for the overall management of the MMP. Assignments of
responsibility are included in Section 3.
The above -noted designated "monitor" shall oversee elements of the MMP and review compliance
through the use of procedures developed by the Planning and Redevelopment Manager,
Development Services Department. The designated monitor shall ensure compliance with the
adopted mitigation measure and ensure proper action is taken on each measure. If it is found that
an adopted mitigation measure is not being properly implemented, the Planning and
Redevelopment Manager, Development ..Services.Department shall require corrective actions to
ensure adequate implementation.

MITIGATION MONITORING MATRIX
A matrix of mitigation measures for the IKEA component of the Home Ranch project is provided
in Table 1. Column One identifies the section of the final Program EIR in which the mitigation
measure is found, and lists the number and specific text of the mitigation measure. Column Two
identifies the timing for mitigation implementation. Column Three lists the party responsible for
monitoring and verifying that the measure has been satisfactorily completed, while Column Four
lists the funding source of the measure. The City position level listed in Column Three
(Responsible Party) would generally be the individual responsible for approving the mitigation
measure. However, there would be circumstances that require a higher level of approval within the
agency.

(SWPPP) that contains structural and non-structural Best Management Practices (BMPs) that comply with
NPDES Program requirements. BMPs shall be implemented as required by the NPDES Stormwater Permit
issued to the site.
As part of the SWPPP and NPDES permit process, the applicant shall incorporate an analysis of on-site
soils from no less than 10 representative locations on the project site. The analysis shall be performed to
determine if any residual levels of agricultural chemicals are present. Appropriate remedial measures shall
be included in the SWPPP and NPDES permit to protect downstream water quality.
4. Prior to issuance of a grading permit, the applicant shall demonstrate to the City that the proposed project
complies with the applicable provisions of the new development guidelines established as part of the
Countywide Municipal Stormwater NPDES permitthatwas issued in 1996 and extended on March 5, 2001.
5. The following Storm Water Pollution Prevention Plan measures are applicable to the IKEA development
site and are recommended for implementation during the construction and operation of IKEA, subject to
the review and approval of the County of Orange.
