DEA landscape architects prepared a Transition Plan/ ADA Report for the following park projects: Mesa Verde Park, Tanager Park, Marina View Park, Tewinkle Park, Canyon Community Park. and Vista Park. The improvements noted on the plans were based upon ADA guidelines in effect at that time and compliance with Section 1134E was not required by the state. Please note that the degree of compliance at each site is in agreement with the Transition Plan. Apparently there are some issues which may be considered "gray areas" such as the need for curb ramps and the level of modification necessary with curb-side handicapped access or parking access aisles. The plans and specifications were reviewed by the city plan checker and presented to City Council; both of which approved the report and bid documents. Based upon the foregoing, we recommend that the City accept the construction as designed and executed.
