HomeMy WebLinkAbout02-67 - Approving Council Policy No. 500-14, Energy Conservation ProgramRESOLUTION NO. 02-67 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING COUNCIL POLICY N0: 500-14, ENCOURAGING INVOLVEMENT IN AN ENERGY CONSERVATION PROGRAM TO REDUCE ENERGY CONSUMPTION: THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City Council of the City of Costa Mesa adopted the 2000 General Plan by Resolution No. 02-8 on January 22, 2002; and WHEREAS, the General Plan is a long-range, comprehensive document that serves as a guide for the orderly development of Costa Mesa; and WHEREAS, 2000 General Plan Objective CON -1 C.3 encourages the pursuit of adoption of an Energy Conservation Program that requires the use of materials, devices, and measures to reduce energy consumption above the energy conservation requirements of Title 24, California Code of Regulations; and WHEREAS, public meetings were held by the Planning Commission on August 12, 2002, and by the City Council -on September 3, 2002; and WHEREAS, Planning Commission recommended approval of a Council Policy encouraging involvement in an Energy Conservation Program by adoption of Resolution No. PC -02-31; and WHEREAS, the project has been reviewed for compliance with the California Environmental Quality Act (California Environmental Quality Act) and found to be exempt from California Environmental Quality Act regulations; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa does hereby adopt Council Policy No. 500-4 that fulfills General Plan Objective CON -1 C.3, as set forth in Exhibit A attached to this resolution. Depu City Clerk and ex -officio Clerk of the ity Council of the City of Costa Mesa Exhibit "A" Draft Council Policy -- Alternative #1 SUBJECT POLICY EFFECTIVE PAGE NUMBER DATE ENCOURAGING ENERGY, CONSERVATION THROUGH 1 of x PARTICIPATION IN THE EPA ENERGY STAR PROGRAM < BACKGROUND Buildings consume approximately 36% to 40% of .total energy produced in this country. As energy reliability and costs continue to challenge California, the City of Costa Mesa 'is committed to reducing the energy and environmental impacts of building design, construction, and maintenance within both the City and private sectors. The Energy Star Program is a comprehensive energy conservation program administered by the Environmental Protection Agency (EPA). The EPA Energy Star Program includes residential and nonresidential buildings, appliances, small businesses, large businesses, schools and hospitals. The Energy Star Program establishes energy conservation standards for buildings that exceed the latest California Energy Code by 15 % and the CABO Model Energy Code by 30%, based upon information provided by the EPA. PURPOSE The purpose of this policy is to assert the City's commitment to energy conservation practices, and to provide leadership and guidance in promoting, facilitating, and instituting: such practices in the community. Participation in the EPA Energy Star Program will be a mandatory requirement for new City -owned buildings. The City will encourage voluntary participation in the EPA Energy Star Program by the private sector. COUNCIL POLICY NO. The City will encourage participation and innovation by the private sector through voluntary participation in the Environmental Protection Agency (EPA) Energy Star Program. Program participants will be encouraged to meet the most current criteria set forth in this nationally recognized program. New City -owned buildings will be in conformance to the energy conservation guidelines of this program. . Outreach and Education 1. An education and outreach effort will be implemented to make the community aware of the benefits of "Sustainable Building" prac#ices. 2. The City will sponsor a recognition program for projects certified through the EPA Energy Star Program. Private Sector incentives 1. It shall be the policy of the City Council to expedite plan check for projects that demonstrate compliance with EPA "Energy Star for Buildings" Prog.ram. The Energy Star Program establishes energy conservation standards for buildings that exceed the latest California Energy Code by 15% and the CABO Model Energy Code by 30%, based upon information provided by the EPA. 2. City shall continue to evaluate additional incentives to encourage compliance with this policy. IMPLEMENTATION The City will form a partnership with the U.S. Environmental Protection Agency through the Energy Star Program.' Through specific incentives, the City will encourage developers to voluntarily participate in the Energy Star Program and recognize projects that are certified through the program.
