A JOINT RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF COSTA MESA AND THE BOARD OF
DIRECTORS OF THE NEWPORT MESA UNIFIED SCHOOL
DISTRICT COMMITTING TO COOPERATIVELY
EVALUATING THE POTENTIAL FOR DEVELOPMENT OF A
SKATEBOARD FACILITY AT DAVIS ELEMENTARY
SCHOOL.
WHEREAS, the Newport Mesa Unified School District (NMUSD) and the City
of Costa Mesa (CITY) have collaborated on numerous joint efforts over the years to
improve the quality of services and facilities available to Costa Mesa residents; and
WHEREAS, such cooperative efforts have resulted in the expansion of after-
school activities for students, improved maintenance and additional facilities for
active recreational use by all members of the community, safer access to and from
school for students, drug prevention education programming and many other
programs and services; and
WHEREAS, the CITY and the NMUSD 'maintain an open channel of
communications through the City -School Liaison Committee (COMMITTEE) which
serves as a forum for discussion of current activities by both parties as well as an
opportunity to discuss prospective, collaborative efforts to serve the community;
and
WHEREAS, in past meetings of the COMMITTEE, the subject of a skateboard
facility has been discussed in terms of identifying appropriate potential locations for
such a_ facility that would serve the recreational interests of youth and adult
skateboarders alike; and
WHEREAS, the COMMITTEE has focused recent discussions on the r
possibility of locating a skateboard facility at Davis Elementary School adjacent to
TeWinkle Park; and
WHEREAS, a very cursory review of the site suggests potential for a
skateboard facility in the vicinity of the existing track area along with the possibility
of site planning for a small neighborhood center in the immediate vicinity; and
WHEREAS, the paramount interest of the Committee in evaluating the
potential of this site is to begin with the open, inclusive participation of residents in
the adjoining Mesa del Mar neighborhood as well as other interested residents,
representatives from the skateboarding community and other parties in the
immediate vicinity; and
WHEREAS, the Committee believes the concept merits endorsement by the
elected officials representing the City and the NMUSD to move forward with an
evaluation of the site with the active participation of those residents and other
identified parties referenced above.
WHEREAS, the legislative bodies of both City and NMUSD have agreed to
consider adoption of this resolution at their respective regular meetings.
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF THE NEWPORT
MESA UNIFIED SCHOOL DISTRICT AND THE CITY COUNCIL OF THE CITY OF
COSTA MESA DOES HEREBY AGREE AS FOLLOWS:
1. To formally extend a request to the Mesa del Mar Homeowners Association
and to those residents adjoining TeWinkle Park and Presidio School to
participate with the NMUSD and CITY in evaluating the potential for
locating a skateboard facility at Davis Elementary School as well as site
planning for a possible Neighborhood Center.
2. To formally extend an invitation to other interested parties including but not

limited to representatives from the skateboarding community, the<Orange
County Fairgrounds, AYSO, the Bark Park Foundation, Costa Mesa Tennis
Club and the Davis Elementary School PTO to participate in the evaluation
process.
3. To commit the required staff resources and upon action of the appropriate
jurisdiction; commit funding to such studies and site planning as may be
necessary to address the requisite interests and concerns raised as part of
the evaluation effort.
4. To guarantee full access to and open participation by the community in all
phases of the site evaluation up to and including any decision to construct
the above referenced facilities at Davis Elementary School.
BE IT FURTHER RESOLVED that this resolution shall not become 'effective
until the legislative bodies of both the . CITY and NMUSD have adopted this
resolution as evidenced by separate signature and attestation pages for each party.
