HomeMy WebLinkAbout02-74 - City Project 02-09 Can be More Economically Performed and Furnished in the Open MarketRESOLUTION NO. 02-74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY -OF COSTA MESA, CALIFORNIA, TO DECLARE THAT CITY PROJECT 02-09 CAN BE PERFORMED MORE ECONOMICALLY BY DAY LABOR AND THAT THE SUPPLIES AND MATERIALS FOR CITY PROJECT 02-09 CAN BE FURNISHED AT A LOWER PRICE IN THE OPEN MARKET.. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AND FIND AS FOLLOWS: WHEREAS, on August 26, 2002, the City received and opened one bid for City Project No. 02-09 for the construction of concrete park monument signs at Lions, Shiffer, TeWinkle, and Wakeham Parks and at the Costa Mesa Tennis Club; and WHEREAS, Brandt Development Ltd., dba Brandt Commercial Signs, was the apparent low bidder with a total bid proposal of Seventy -Eight Thousand Seven Hundred Dollars ($78,700.00); and WHEREAS, based on its re -assessment of the needs of City Project No. 02-09, the City's Public Services Department has determined that the fabrication and installation of the referenced signs can be obtained more economically in the open market; and WHEREAS, the City Council has exercised its discretion pursuant to California Public Contracts Code § 20166 and rejected all bids for City Project No. 02-09; and WHEREAS, California Public Contracts Code § 20167 authorizes the City Council, after having rejected all bids, to pass a resolution by a four-fifths vote of its members declaring that City Project No. 02-09 can be performed more economically by day labor or the supplies and materials furnished at a lower price in the open market; and NOW, THEREFORE, BE IT RESOLVED that the City Council, by a four-fifths vote of its members, does hereby: 1. Find that City Project No. 02-09, the construction of concrete park monument signs at Lions, Shiffer, TeWinkle, and Wakeham Parks and at the Costa Mesa Tennis Club, can be performed more economically by day labor and that the supplies and materials for City Project No. 02-09 can be furnished at a lower price in the open market.
