A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING GENERAL PLAN
AMENDMENT GP -02-05 TO CREATE A SITE-SPECIFIC
FLOOR AREA RATIO FOR THE CIVIC CENTER SITE
LOCATED AT 77 FAIR DRIVE.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the City Council of the City of Costa Mesa adopted the 2000
General Plan on January 22; 2002; and
WHEREAS, the General Plan is a long-range, comprehensive document that
serves as a guide for the orderly development of Costa Mesa; and
WHEREAS, by its very nature, the General Plan needs to be updated and refined
to account for current and future community needs; and
WHEREAS, General Plan Amendment GP -02-05 amends the 2000 General
Plan, as shown in Exhibit A, to create a site-specific floor area ratio of 0.35 for the 9.44 -
acre Civic Center; and
WHEREAS, a mitigated negative declaration was prepared to identify any
environmental impacts from the proposed project, and the public review and comment
period was from September 20, 2002, to October 9, 2002; and
WHEREAS, the environmental review for the project was processed in
accordance with the requirements of the California Environmental Quality Act (CEQA),
the State CEQA Guidelines, and the City of Costa Mesa Environmental Guidelines; and
WHEREAS, a duly noticed public hearing was held on October 14, 2002, by the
Planning Commission in accordance with Section 65355 of the Government Code of the
State of California, with all persons having been given the opportunity to be heard both
for and. against said Amendment GP -02-05 to the General Plan; and
WHEREAS, the Planning Commission recommended that the City Council
approve GP -02-05, by adoption of Resolution No. PC -02-42; and
WHEREAS, a duly noticed public hearing was held on November 4, 2002, by the
City Council in accordance with Section 65355 of the Government Code of the State of
California, with all persons having been given the opportunity to be heard both for and
against said Amendment GP -02-05 to the General Plan; and
WHEREAS, this City Council deems it to be in the best interest of the City that
said Amendment to the\General Plan be adopted.
NOW THEREFORE, BE IT RESOLVED that the Costa Mesa City Council does
hereby adopt General Plan Amendment GP -02-05 that amends the text of the General
Plan as set forth in Exhibit A, which is attached to this resolution.
BE IT FURTHER RESOLVED that, the City Council hereby adopts the mitigated
negative declaration.

EXHIBIT A- 2000 GENERAL PLAN TEXT AMENDMENT

"PUBLIC/INSTITUTIONAL" IS AMENDED AS SHOWN BELOW:
"Public/Institutional
The Public/Institutional designation is intended for both publicly and
privately owned land that provides recreation, open space, health and
educational opportunities as well as uses that provide a service to the
public.
Since this designation includes many different types of land uses, the
land use map has been further labeled to identify the individual uses
within this designation.
Areas that are included in this designation are park sites, health care
facilities, educational institutions, religious facilities, fairgrounds, and
public facilities. As many of the uses in this designation are recrea-
tional and open space in nature, levels of building intensity are
minimal. The maximum building intensity for this designation is a floor
area ratio of 0.25 and a population density of 44 employees per acre.
The adoption of GP -02=05 established a site-specific floor area ratio of
0.35 for the 9.44 -acre Civic Center. This General Plan amendment
recognized existing development intensity and allowed an expansion to
the Police Facility. The Civic Center contains the 5 -story City Hall the
2 -story Police Facility, Fire Station Number 5 and the Communications
Center.
