HomeMy WebLinkAbout02-86 - Approving Submittal of Thirteen Improvement Projects (Combined Transportation Funding Program)RESOLUTION NO. 02-86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING THE SUBMITTAL OF THIRTEEN IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: WHEREAS, the City of Costa Mesa desires to implement the transportation improvements listed below; and WHEREAS, the City of Costa Mesa has been declared by the Orange County Transportation authority to meet the eligibility requirements to receive Measure M "turnback" funds; and WHEREAS, the City's Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways; and WHEREAS, the City of Costa Mesa will provide matching funds for each project as required by the Orange county Combined Transportation Funding Program Procedures Manual; and WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County; and WHEREAS, the City of Costa Mesa will not use Measure M funds to supplant Developer Fees or other commitments; and WHEREAS, the City of Costa Mesa will use Arterial Highway. Rehabilitation Funding as a supplement to their existing pavement management program; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby requests the Orange County Transportation Authority to allocate funds in the amounts specified in the City's application to said City from the Combined Transportation Funding Programs. Said funds shall be matched by funds from said City as required and shall be used as supplemental funding to aid the City in the following transportation improvements: 1. Fairview Road/1-405 Southbound Offramp; 2. East 17th Street/Orange Avenue; 3. East 17th Street/Santa Ana Avenue; 4. Closed Circuit Television 03 Expansion Project; 5. Signal Management System Upgrade; 6. Huntington Beach/Costa Mesa Signal Coordination Study; 7. Signal/CCTV Cable Communications Upgrades; 8. Fairview Park Bicycle Bridge Over Placentia Avenue; 9. Gisler Avenue Bicycle Trail to Santa Ana River; 13. Sunflower Avenue Bicycle Lanes; 11. Harbor Boulevard North and 1-405 Interchange Improvements; 12. Newport Boulevard Improvement Project; and 13. Newport Boulevard Alternatives Analysis. PASSED AND ADOPTED this 16th day of December, 2002.
