A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF COSTA MESA, CALIFORNIA, CHANGING THE
ORDER OF BUSINESS FOR CITY COUNCIL MEETINGS
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the City Council is attempting to improve the meeting process; and
WHEREAS, the City Council has determined that holding closed sessions prior to
the start of regular business will reduce costs and enhance Council consideration of
closed session items; and
WHEREAS, the Council believes that identifying the length of time public
speakers may address the Council at special meetings and special study session will
provide clarity; and
WHEREAS, this resolution amends Resolution No. 05-8, Resolution No. 05-55,
Resolution No. 07-80 and Resolution No. 11-3.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF COSTA MESA:
1. The order of business and item matter descriptions for Council meeting
agendas shall be as follows:

Closed Session (as required)
(b)
Pledge of Allegiance to the Flag
(c)
Moment of Solemn Expression
(d)
Roll Call and Call to Order
(e)
Closed Session Report
(f)
Announcements
(g)
Special Presentations
(h)
Public Comments
(i)
CEO Report
0)
Consent Calendar
(k)
Public Hearings
(1)
Old Business
(m) New Business
(n) Council Member's Reports, Comments and Suggestions
(o) City Attorney's Report
(p) Adjournment
2. (a) The City Council will hold regular meetings on the first and third
Tuesdays of each month at the hour of 6:00 p.m., except that there shall be no meeting
on the third Tuesday in December.
(b) If there is one or more Closed Sessions items, the regular meeting
will convene at 5:00 p.m. for consideration of those closed session items. Following the
deliberation in closed session the regular meeting will reconvene at 6:00 p.m.
3. Public hearings shall be noticed for and commence no earlier than, but as
close as possible to 7:00 p.m. Any business listed on the agenda prior to the public
hearing items which has not been concluded by 7:00 p.m. shall be considered following
the completion of Old Business items and prior to New Business items.
4. The order of business previously established in Resolution 05-08, adopted
by the City Council of the City of Costa Mesa on February 2, 2005, shall be amended by
deleting paragraph 6 thereof, and replacing it as follows:
6. At the City Council meetings, members of the public will be allowed
to address the Council for Public Comments for a total of three (3)
minutes for each person, provided, however, that this time may be
extended for good cause by the presiding officer or by majority vote of
the Council members present and voting. That this time limit shall also
apply to Special Meetings for items described on the agenda (pursuant to
Government Code 54954.3).
5. The order of business previously established in Resolution 07-80, adopted by
the City Council of the City of Costa Mesa on November 6, 2011, shall be amended by
deleting paragraph 7 thereof, and replacing it as follows:

7. At the study sessions, members of the public will be allowed to
address the Council for Public Comments for a total of two (2) minutes
for each person and an overall total of fifteen (15) minutes, provided,
however, that this time may be extended for good cause by the
presiding officer or by majority vote of the Council members present and
voting. That this time limit shall also apply to Special Study Sessions for
items described on the agenda (pursuant to Government Code 54954.3).
BE IT FINALLY RESOLVED that this resolution shall take effect and be in full
force immediately after its adoption by the City Council.
PASSED AND ADOPTED this 6t" day of December, 2011.
