PO LICY Limi[ed authority for refund authorization shall be delegated to the City staff. The refund form must be signed by the department head of the initiating department and then forwarded to either the Finance Director or the City Manager for their countersignature. The Finance Director shall be al(owed to authorize any amount up to $1,750; the City Manager shall be allowed to authorize any amount up to 53;500, and any amount over $3,500 will require City Manager's "approval with City Council concurrence. PROCEDURE , I. Refunds are to be researched'by the initiating department. 2. The initiating department will then fill out a Refund Request Form and submit �`' it to either: a. The approved form will then be forwarded to the Finance Department for payment. 4.
