PROJECT DESCRIPTION
• The subject property is zoned R1 (Single Family Residential), is approximately 8,347
square feet in size, and contains a two-story residence and attached garage.
• The applicant proposes to expand the existing second story by 498 square feet to
provide a walk-in closet and storage area for the existing second floor master
bedroom. Because the expansion will increase the second floor over the 80%
second floor to first floor ratio recommended in the City's Residential Design
Guidelines, the applicant is requesting approval of a Minor Design Review.
• The expansion is consistent with the City's Residential Design Guidelines because
the design includes various roof forms in the building elevations to provide visual
interest, while the relatively small size of the structure and the distance from side
and rear property lines will minimize the building mass.
• Privacy of the adjoining neighbors will not be impacted because windows will be
placed to minimize direct lines-of-sight into yard areas on adjacent neighboring
properties.
. The General Plan designation for the property is Low Density Residential, which
allows a maximum density of one dwelling unit per 5,445 square-foot of lot area.
The site contains one dwelling unit on an 8,347 square-foot lot, consistent with both
the IoYs General Plan and Zoning designations.
FINDINGS
A. The information presented complies with Costa Mesa Municipal Code Section
13-29(g)(14) in that the minor design review meets the purpose and intent of the
Residential Design Guidelines, which are intended to promote design excellence in new
residential construction, with consideration being given to compatibility with the
established residential community. This minor design review includes site planning,
preservation of overall open space, landscaping, appearance, mass and scale of
structures, location of windows, varied roof forms and roof plane breaks, and any other
applicable design features. Specifically, various roof forms have also been incorporated
on the building elevations for visual interest. Privacy of the adjoining neighbors will not
be impacted because the second floor windows have been placed to minimize direct
lines-of-sight into yard areas on adjacent neighboring properties.
B. The proposed project complies with Costa Mesa Municipal Code Section 13-29 (e)
because:
1. The proposed development and use is compatible and harmonious with uses
both on-site as well as those on surrounding properties.
2. Safety and compatibility of the design of the buildings, parking areas,
landscaping, and other site features including functional aspects of the site
development such as automobile and pedestrian circulation have been
considered.
3. The project is consistent with the Genera{ Plan designation because 1he
proposed accessory apartment will not exceed the General Plan density for
the site.
4. The proposed development complies with the City's Residential Design
ZA 06-38
Guidelines.
5. The zoning application is for a project-specific case and does not establish a
precedent for future development.
C. The project has been reviewed for compliance with the California Environmental Quality
Act {CEQA), the CEQA Guidelines, and the City environmental procedures, and has
been found to be exempt under Section 15301, Class 1, Existing Facilities, of the CEQA
Guidelines.
D. The project is exempt from Chapter XII, Article 3, Transportation System Management,
of Title 13 of the Costa Mesa Municipal Code.
CONDITIONS OF APPROVAL
Ping. 1. The conditions of approval, code provisions, and special district requirements
of Minor Design Review ZA-O6-38 shall be blueprinted on the face of the site
plan as part of the plan check submittal package.
2. Any future second-floor windows shall be reviewed and approved by the
Planning Division prior to installation. The windows shall be designed and
placed to minimize direct lines-of-sight into windows on adjacent neighboring
properties and to minimize visibility into abutting residential side and rear
yards.
3. All construction-related activity shall be limited to between the hours of 7 a.m.
and 8 p.m., Monday through Friday, and 8 a.m. to 6 p.m. Saturday.
Construction is prohibited on Sundays and federal holidays. Exceptions may
be made for activities that will not generate noise audible from off-site, such
as painting and other quiet interior work.
4. Construction, grading, material delivery, equipment operation, or other noise-
generating activity sha11 be limited to between the hours of 7 a.m. and 8 p.m.,
Monday through Friday, and between the hours of 8 a.m. and 6 p.m. on
Saturday. Noise-generating activity shall not be allowed on Sunday or Federal
holidays. Exceptions may be made for activities that will not generate noise
audible from off-site, such as painting and other quiet interior work.

excessive dust and promptly remove any spillage from the public right-of-way
by sweeping or sprinkling.

business in the City of Costa Mesa. Final inspections, final occupancy and
utility releases will not be granted until all such licenses have been obtained.
Comply with the requirements of the California Code of Regulations, Title 24,
also known as the California Building Standards Code, as amended by the
City of Costa Mesa.
A site access permit and deposit of $710.00 for street sweeping will be
required by the Engineering Division prior to the start of any on- or off-site
