Because the expansion will increase the second floor over the 80% second floor to first floor ratio recommended in the City's Residential Design Guidelines, the applicant is requesting approval of a Minor Design Review. • The expansion is consistent with the City's Residential Design Guidelines because the design includes various roof forms in the building elevations to provide visual interest, while the relatively small size of the structure and the distance from side and rear property lines will minimize the building mass. • Privacy of the adjoining neighbors will not be impacted because windows will be placed to minimize direct lines-of-sight into yard areas on adjacent neighboring properties. . The information presented complies with Costa Mesa Municipal Code Section 13-29(g)(14) in that the minor design review meets the purpose and intent of the Residential Design Guidelines, which are intended to promote design excellence in new residential construction, with consideration being given to compatibility with the established residential community. This minor design review includes site planning, preservation of overall open space, landscaping, appearance, mass and scale of structures, location of windows, varied roof forms and roof plane breaks, and any other applicable design features. Specifically, various roof forms have also been incorporated on the building elevations for visual interest. The proposed project complies with Costa Mesa Municipal Code Section 13-29 (e) because: 1.
