Enclave project previously approved and permitted under oia license numb�.
Furthermore we authoriu percnits F07-00174 through F07-00224 to be transferred to Residential Fire, the new fire
spririkter contractor for the Enclave project.
It is my understanding that Residential Fire will ha��e their own fire sprinklcr plana approved and the permits �vill now
be issued under their contractor's license and Baker Company will be completely cemoved from azry connection or
liability with this project. No work has been preformed by Baker Company uader thest permits.

As requested, NMG Geotechnical, Inc. (NMG) has prepazed this document to present the
results of our geotechnical observation and testing during the precise and post grading
operations, and our special inspection services at the subject site. Representatives of NMG
provided geotechnical observation and/or testing during the precise and post grading operations
at the site. Our services ducing grading activities included observation and testing during utility
line trenches backfill, footing excavations, and hardscape subgrade preparations. In addition,
NMG has performed special inspection services including structural concrete. reinforcement;
structural concrete placement; stressing of post-tension cables; welding; hardware epoxy fix; and
concrete compressive strength testing. Based on our observation and testing, the above
- improvements were performed in compliance with our recommendation, project specification,
and the requirements of the City of Costa Mesa. Details of our observation and testing,
including field density test results and locations will be provided in sepazate reports.

Pursuant to yaur request, this office has made several site vis�ts to the above deseribed project. The purpose of th;s
visit on June 7, 2009 was to observe the placement of the various holddown hardware pnor to the coneretc pour.
Building 4 was observed during this visit. Minor items, such as hoiddowns without reinforcing within their sheer
eones and minimum rebar cleacaneo, were brought to the attention of the concrete foroman end were corrected during
thc pte-Slab visit
After the visit on June 7, 2007, Building 4 appeared to be in substantial conformance with the cast-in-pleee
holddown requirements of the Shuctural Plans.
This office made several sitc visits on September 26, 2009 and Octobar 15, 2�07, to observe rough framing for the
above menrioned building for eonfonnance to the structw�al plens. Deficient items, (some were quite minor), were
d;geussed with either ToTry Ramos wich Westem National Construction or TWR's Framing Foreman.
A subsequent field observatioa was also performed on October 15, 2007, to v¢rify the top plate nailing connections
abore the hazdy frame moment frame at the front of the garages. The rough framing at each garage front was verified
to eonfirm the adequary of ihe connections and whrne necded ro repair, specific instructions were given ta �he fiamer
to repair rhe defioient item.
Ihe rough framirfg, after our last visit on October 15, 2007, had these deficient items conecud, and appeered to be
in substantial conformance with thc strucmrsl pians.
These observations are imended only to assist ihe framing contrector in conformanee with the struetural plans as they
roiate ro this residential apartment project and are not to be construed as "Special inspections". The responsib�liry
for such plan conformanee, of eourse, remains with the contractor. Pleaze do not hesitatt to eontact me at my office

To Whom It May Concern:
As requested by Henry Martinez, TCA is using the exception under the 2001 CBC
1104A.1 for the accessible garage at Unit 101 attached to Building #4. A private garage
which serves a single covered multifamily dwelling unit is an accessible garage if a person
with a disability can exit the dwelling unit's accessible.entry door and enter the garage
from the driveway.
As stated earlier, the door between the garage and the unit is a convenience door. The
accessible path from the uniYs entry door to the garage is acceptable in this condition.
