1. The current zoning of the subject property is R2-HD (Multiple Family Residential-
High Density). The existing mobile home park is a permitted use in the zone.
The property is not located within any special or overlay district.
2. The proposed two additional mobile home spaces wili not result in a net increase
in the overall number of mobile homes allowed on the property. Therefore,
approval by the City of Costa Mesa is not required.

Page 153, Table 13-204, of Zoning Code indicates thaC
'In nonwnforming mobile home parks, existing mobile homes may be replaced by olher mobile homes provided that the mtal number o/units wifhin the
mobile home park is not inaeased and the mobile home park will not be made more nonwnforming in respect to this Zoninq Code.'
In this case, 41 mobile home units are already allowed. Recapturing the 41 s� space is a nonissue and is allowed per nonconforming provisions of ihe Code.
A5 (or the 42^� space, techniplly it will replace a demolished residence. VJhile ihe house is nol a mobile home unit, lechnically there is NO NET INCREASE
in Ihe number of dwellinq units on ihe property by the substiWtion of one mobile home space for a single-famity resitlence. (Provided tha� if thay can provide

It appears that Ihe site with ihe residence was considered as part of the mobile home park — based on the exhibit that you provided.
If Ihat is the case, and we consider the mobile home park as an existing nonconforming use, ihe location of two mobile home spaces'm lhat area (if it is truly
part of ihe ori9inal mobile home park) would nol necessarily trigger a CUP.
Their request is to add ONE additional space. I called HCD and they indicated lhat reinstituting lhe 41 s� space in the new area will only require an
adminis�ra�ive permit process to reflect Ihe new site, required utililty connections, etc. If OceanBreeze is limited to 41 spaces as their original HCD permit has
allowed, this would not trigger a CUP.
Please confirm if ihe residential property is part of the Ocean Breeze complex, antl I will give it some ihought as b the 42"d new space as to whelher a CUP
would be requiretl. 1 would think not.
