ROLL CALL Council Members Present: Mayor Righeimer, Mayor Pro Tem Mensinger, Council Member Leece, and Council Member Genis Council Members Absent: Council Member Monahan Officials Present: CEO Thomas Hatch, Assistant CEO Rick Francis, Assistant CEO Tamara Letourneau, City Attorney Thomas Duarte, Economic and Development Services Director Gary Armstrong, Public Services Director Ernesto Munoz, and City Clerk Brenda Green. PUBLIC COMMENT (00:01:23) Harold Weitzberg, Costa Mesa, spoke regarding dialogue. (00:01:23) Robin Leffler, Costa Mesa, spoke on starting the meeting at a later time. (00:02:35) Tom Pollitt, Costa Mesa, spoke regarding no increase to expenses. (00:04:30) Jay Humphrey, Costa Mesa, spoke on the Capital Improvement Budget and safety budget. (00:05:13) Beth Refakes, Costa Mesa, spoke on the senior center budget; drought conditions; and the community center, library funding. (00:06:22) STAFF REPORT 1. FISCAL YEAR 2014-2015 PRELIMINARY OPERATING AND CAPITAL IMPROVEMENT BUDGET CEO Hatch provided an overview of the budget. (00:08:45) Presentation by Stephen Dunivent, Interim Finance Director.
