HomeMy WebLinkAbout12/09/2008 - Study Session - City CouncilREGULAR AJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA December 9, 2008 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting '(Study Session), on Tuesday, December 9, 2008, at 4:35 p.m., in the Conference Room 1A of City Hall, 77, Fair Drive, Costa Mesa. The meeting was called to order by the Mayor. ROLL CALL: Council Members Present: Council Members Absent Mayor Allan R. Mansoor Mayor Pro Tem Wendy Leece Council Member Katrina Foley Council Member Gary Monahan Council Member Eric R. Bever. Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch Assistant City Attorney Harold Potter Police Sergeant Bryan Glass City Clerk Julie Folcik I. PUBLIC COMMENT 1. Lynn Copeland, Huntington Beach, former volunteer of the Huntington Beach Shelter spoke in support of the proposed contract with the shelter although expressed a concern for the need of enough kennels to house the animals that Costa Mesa would be bringing into the shelter. 2. Anne Hogan Shereshevsky, Costa Mesa, encouraged the Council to practice a non-partisan and thanked the City Council for supporting the senior center and of the newly approved low-income senior housing project. 3. Kevin Nelson, member of the Banning Ranch Conservancy Group, commented by stressing that the banning ranch area is the last stretch of open space that Orange County has along the coast. He supports creating and preserving a natural preserve area and extended an invitation to take a park tour to understand its value. 4. James Quigg, spoke in favor of preserving the open space. of the -banning ranch parcel. II. ITEMS FOR DISCUSSION 1. Bannina Ranch Presentation City Manager Allan Roeder introduced the item and Mike Mohler, Project Manager of the Banning Ranch, LLC, who made a presentation regarding an application that is on file with the City of Newport Beach relative to a development proposal for the Banning Ranch property. He gave an overview of the existing property, a perspective of the two options proposed project for the 402 acre parcel, and mentioned outreach opportunities. He along with George Basye, Aera Energy, and Sharon Wood, Assistant City Manager of Newport Beach, responded to questions from the council regarding the existing oil operations and clean-up on the property, the subcommittee makeup, current zoning, ties into the regional park system, proposed residential density, the General Plan, timelines, access to property and traffic impacts. No action was taken by the City Council. 2. Costa Mesa Animal Shelter Services Assistant City Manager Thomas Hatch presented a review of the recent history of the animal shelter agreements that the City has had with various shelters, the criteria for a Request for Proposal for such services and the comparison of the responses from Orange County Animal Care (located in Huntington Beach) and the Irvine Animal Care Center. With the termination of the current contract he reviewed the proposed contract with the Huntington Beach shelter (Orange County Animal Care) for animal shelter services. Police Sergeant Bryan Glass gave an overview of the recently reconstructed facilities for the center. They responded to questions from the council that included capacity limits, the city's involvement with the outreach activities of the shelter, and the monitoring of operations. No action was taken by City Council. 3. Discussion of Citv Council Reorganization City Manager Allan Roeder gave an overview of the topics of Committee/Board/Agency appointments, commission appointments, establishing of joint meetings with the Planning Commission and the Parks and Recreation Commission and the setting of priorities. There was no action taken on this item. 4. Emplovee of the Month The City Council reviewed applications for Employee of the Month a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS There were no comments by the Council. IV.
