A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REITERATING SUPPORT
FOR THE EXISTING SPHERE OF INFLUENCE (SOI) LINE
ESTABLISHED BY THE LOCAL AGENCY FORMATION
COMMISSION (LAFCO) RELATING TO THE ANNEXATION
OF UNINCORPORATED ISLANDS.
THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES
AS FOLLOWS:
WHEREAS, the Local Agency Formation Commission has an established Sphere
of Influence (SOI) line demarcating those County Unincorporated Islands to be annexed
to the City of Costa Mesa (City); and
WHEREAS, the California State Legislature, the County of Orange, the Orange
County Division of the League of California Cities and LAFCO have urged Cities to seek
annexation of Unincorporated County Islands; and
WHEREAS, the City had diligently pursued annexation of those County
Unincorporated Islands within its SOI over the past several years committing staff,
consultant and financial resources to the required planning, legal documentation and
community outreach; and
WHEREAS, the City has successfully annexed all or most of six of the seven
Area annexation applications processed through LAFCO; and
WHEREAS, the City of Newport Beach has indicated an interest in a change to
the SOI to support their annexation of those remaining areas within the City's SOI
including West Santa Ana Heights, Santa Ana Country Club and areas south of Mesa
Drive, including the detachment of existing neighborhoods within the incorporated City
limits of Costa Mesa; and
WHEREAS, the City Council of the City of Costa Mesa finds neither a factual nor
legal basis upon which the SOI should be changed by LAFCO to support the expressed
interests of the City of Newport Beach and that such a change would be contrary to
sound land use planning, legislative intent, efficient delivery of public services and the
integrity of the Costa Mesa community.
NOW, THEREFORE, BE IT RESOLVED that the Costa Mesa City Council
hereby reiterates its support for the existing SOI as established by LAFCO and the
annexation of those County Unincorporated Islands to the City.
BE IT FURTHER RESOLVED that the Costa Mesa City Council requests the
Newport Beach City Council to respect the existing SOI and cease efforts to annex
areas within the City of Costa Mesa's SOI, including efforts to detach existing
neighborhoods with the City's corporate limits.
BE IT FINALLY RESOLVED that a copy of this Resolution be forwarded to the
Newport Beach City Council, the Orange County Board of Supervisors and the Board of
the Local Agency Formation Commission.
