HomeMy WebLinkAbout05-01 - Submittal of Thirty-eight (38) Improvement Projects to OC Transportation AuthorityRESOLUTION NO. 05-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA APPROVING THE SUBMITTAL OF THIRTY EIGHT (38) IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM. THE CITY OF COSTA MESA CITY COUNCIL HEREBY RESOLVES AS FOLLOWS: a) WHEREAS, the City of Costa Mesa desires to implement the transportation improvement projects listed below; and b) WHEREAS, the City of Costa Mesa has been declared by the Orange County Transportation Authority (OCTA) to meet the eligibility requirements to receive Measure M "tumback" funds; and c) WHEREAS, the City's Circulation Element is consistent with the County of Orange Master Plan of Arterial Highways (MPAH); and d) WHEREAS, the City of Costa Mesa will provide matching funds for each project as required by the Orange County Combined Transportation Funding Program Procedures Manual; and e) WHEREAS, the Orange County Transportation Authority intends to allocate funds for transportation improvement projects within the incorporated cities and the County unincorporated areas; and f) WHEREAS, the City of Costa Mesa will not use Measure M funds to supplant Developer Fees or other commitments; and g) WHEREAS, the City of Costa Mesa will use Arterial Highway Rehabilitation Funding as a supplement to their existing pavement management program; NOW, THEREFORE BE IT RESOLVED THAT the City Council of the City of Costa Mesa hereby requests the Orange County Transportation Authority to allocate funds in the amounts specified in the Citys applications to said funds from the Combined Transportation Funding Programs. Said funds shall be matched by funds from City as required and shall be used as supplemental funding to aid the City in the implementation of following improvements: 1. 17"' Street (Orange Avenue to Irvine Avenue) 2. Redhill Avenue (Bristol Street to Paularino Avenue) 3. 19"' Street (Placentia Avenue to Parkcrest) 4. 19'h Street (Santa Ana Avenue to Irvine Avenue) 5. Bear Street (Baker Street to Bristol Street) 6. Gisler Avenue (College Avenue to west of Country Club) 7. MacArthur Boulevard (600' west of Harbor Boulevard to 1000' westerly) 8. MacArthur Boulevard (500' west of Hyland Avenue to Santa Ana River) 9. Orange Avenue (17"' Street to 18°i Street) 10. Orange Avenue (Del Mar Avenue to Mesa Drive) 11. Pomona Avenue (16"' Street to 18"' Street) 12. Santa Ana Avenue (19"' Street to 21 s' Street) 13. South Coast Drive (Harbor Boulevard to Hyland Avenue) 14. Sunflower Avenue (Harbor Boulevard to 1 00'west of Hyland Avenue) 15. Vanguard Way (Fair Drive to Newport Boulevard) 3 16. South Coast Drive (Carmel Drive to San Leandro Lane) 17. Sunflower Avenue (Harbor Boulevard to 100' west of Hyland Avenue) 18. Superior Avenue (Southerly City Limits to 17"' Street) 19. Vanguard Way (Fair Drive to Newport Boulevard) 20. Wilson Street (Harbor Boulevard to Fountain Way East) 21. Baker Street (800' East of Fairview Road to Bear Street) 22. Harbor Boulevard (Newport Boulevard to 19' Street) 23. Hyland Avenue (MacArthur Boulevard to south Coast Drive) 24. Sakioka Drive (Sunflower Avenue to Anton Boulevard) 25. Fairview Road/1-405 Interchange Improvements 26. Closed Circuit Television (CCN) Phase 4 Expansion Project 27. Bear Street Signal Improvements 28. Costa Mesa/Santa Ana Signal Coordination 29. Fairgrounds CCN Project 30. Newport Boulevard Alternatives Study 31. Santa Ana River Crossings Study Supplemental Environmental Impact Report 32. Newport Boulevard/19" Street Improvements 33. Newport Boulevard/18"' Street Improvements 34. Newport Boulevard/17t' Street Improvements 35. Fairview Boulevard/Adams Avenue Improvements 36.
