HomeMy WebLinkAbout05-26 - Fairview Development Center in the Establishment of Athletic FieldsRESOLUTION NO. 05-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SUPPORTING PARTICIPA- TION BETWEEN THE CITY OF COSTA MESA, STATE OF CALIFORNIA AND FAIRVIEW DEVELOPMENTAL CENTER (FDC) IN THE ESTABLISHMENT OF ATHLETIC FIELDS FOR COMMUNITY AND FDC CLIENT USE THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS FOLLOWS: WHEREAS, the City of Costa Mesa has an adopted Parks & Recreation Master Plan which identifies the long range needs and interests of the community for active and passive recreation and open space; and WHEREAS, the current demand for active recreational facilities for community youth exceeds available open space, thereby placing significant demands on the facilities presently available including local parks and neighborhood school grounds; and WHEREAS, the Fairview Developmental Center (FDC), which is owned and operated by the State of California, likewise has similar needs for its clients to aid them in skill development, increased self-esteem and to generally live healthier lives; and WHEREAS, representatives of the FDC and the City have identified existing open space on the grounds of the FDC that is suitable for improvement for active recreational use to serve both clients and the general community; and WHEREAS, both the FDC and the City desire to work collaboratively to this end as government agencies to serve the broader public interest, maximize use of available public property and conserve precious tax dollars. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Costa Mesa that it hereby expresses its desire to work collaboratively with Fairview Developmental Center and the State of California to fully assess opportunities for joint use development of recreational open space for the mutual benefit of the clients of FDC and the youth of Costa Mesa. BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager and/or his designee to take those steps deemed necessary to prepare a cooperative agreement with the FDC; prepare a detailed schedule of improvements with cost estimates for improving active recreational grounds at the FDC and to submit same to the City Council along with a financial resource plan for official consideration.
