HomeMy WebLinkAbout05/13/2008 - Study Session - City CouncilREGULAR AJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA May 13, 2008 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday, May 13, 2008, at 4:30 p.m. in Conference Room 1A, City Hall, 77 Fair Drive, Costa Mesa. The meeting was called to order by the Mayor Pro Tem. ROLL CALL: Council Members Present: Mayor Eric R. Bever Council Member Linda W. Dixon (entered at 4:40 P.M.) Council Member Katrina Foley Council Member Wendy Leece Council Members Absent: Mayor Pro Tem Allan R. Mansoor Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch Assistant City Attorney Harold Potter Fire Chief Mike Morgan Public Services Director Peter Naghavi Police Captain Les Gogerty Maintenance Services Manager Bruce Hartley Senior Maintenance Supervisor Dean Rodia City Clerk Julie Folcik II PUBLIC COMMENT 1. Martin Millard, Costa Mesa, commented on graffiti on the Westside, the need for zero -tolerance of gang activities and suggested the creation of pocket -parks to help with the reduction in gang activity and crime. 2. Judi. Berry, Costa Mesa, addressed her comments on the budgeting of gang intervention program. 3. Mike Berry, Costa Mesa, relative to the fire station relocation suggested that the land of the fire station to be relocated be sold and the funding to be used for purchase of land for pocket parks through out the city. III. ITEMS FOR DISCUSSION 1. Gana Enforcement. Intervention and Prevention Strategies Police Captain Les Gogerty made a presentation relative to the Police Departments gang enforcement strategies. He highlighted -gang -awareness efforts such as the placement of a Gang Unit Liaison on ---Patrol Teams, an increase in gang related training of officers, the efforts ---in--- Focus Directed Enforcement and undercover investigations, and the use of. technology for tracking and monitoring gang impacted areas. Tracy Rinauro,- Orange County Deputy District Attorney, for the Gang Unit informed the Council of a program called the CAL Grip Collaborative Partnership. She highlighted the program in place at the City of Anaheim that is a collaboration of law enforcement, local school districts, and the Orange County District Attorney's office working together to prevent gang crime within the schools and surrounding communities. The program which also involves community leaders, community organizations, and parents addressed truancy intervention, curfew sweeps, direct intervention, and education. Police Captain Gogerty and Ms. Rinauro responded to questions from the Council relative to the program. No action was taken on this item. 2. Urban Forestation Presentation Maintenance Services Director Bruce Hartley introduced Senior Maintenance Services Supervisor/City's Arborist Dean Rodia who made a presentation and gave an overview of the City's Urban Forestation management program. He informed the Council of such topics of tree trimming, recycling, cost recovery program, City tree inventory, scheduled plantings and removal of trees, and unveiled the division's new website. Discussions included trees at the Bark Park, irrigation issues, soil challenges, parkways trees, sidewalk replacement and tree trimming.. 3. Fire Station Deplovment Discussion Fire Chief Mike Morgan made a presentation relative to the locations of the current fire stations within the City and offered a comprehensive overview of their relationship to location, response times, workload value and the cost in the amount of service to the citizens. He provided, several. alternatives to improve the effectiveness and responsiveness in the deployment of the Fire Station locations which included station relocation and rehabilitation. No action was taken on the item. 4. Emplovee of the Month The City Council reviewed applications for Employee of the Month, a preference was indicated, absent any objection. Announcement of -the Employee of the Month would be made at a subsequent City Council meeting. III. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS No comments were presented by the Council. IV.
