HomeMy WebLinkAbout03/11/2008 - Study Session - City Council1 1 REGULAR AJOURNED MEETING (STUDY SESSION) OF THE CITY COUNCIL CITY OF COSTA MESA March 11, 2008 The City Council of the City of Costa Mesa, California met in a Regular Adjourned Meeting (Study Session), on Tuesday, March 11, 2008, at 4:40 p.m. in Conference Room 1 A, City Hall, 77 Fair Drive, Costa Mesa. The meeting was called to order by the Mayor Pro Tem. ROLL CALL: Council Members Present: Mayor Pro Tem Allan R. Mansoor Council Member Linda W. Dixon (entered at 5:00 p.m.) Council Member Katrina Foley Council Member Wendy Leece Council Members Absent: Mayor Eric R. Bever Officials Present: City Manager Allan Roeder Assistant City Manager Thomas Hatch City Attorney Kimberly Barlow Development Services Director Donald Lamm Principal Planner Willa Bouwens-Killeen Public Services Director Peter Naghavi City Engineer Ernesto Munoz City Clerk Julie Folcik II. PUBLIC COMMENT There was no public comment. III. ITEMS FOR DISCUSSION 1. CCNTV Presentation reaardina proposal to install and provide a communitv communications system City Manager Allan Roeder introduced Fred Armendariz, Chief Executive Officer, for CCNty. The presentation introduced the concept of a community communications system that would provide community news and broadcasting information such as public service announcements to designated locations throughout the City. Discussion ensued regarding the type of programming (video/text) that would be produced and the source of the programming, where the display screens would be located, sponsorship opportunities, revenue- sharing, benefits to the community, content management,_ program length, and a proposed Memorandum of Understanding. No action was taken on this -item. 2. Svnthetic Turf Presentation Development Services Director Donald Lamm informed the Council' -of the synthetic turf rebate program for single-family residential that is being offered by the Mesa Consolidated Water District, to encourage water conservation. Barry Carlson, Resource Efficiency Specialist, Mesa Consolidated Water District, was introduced and presented samples of various brands of synthetic turf and responded to questions of the Council. Discussion included questions and topics regarding various drainage options, the need for code and policy changes that would permit the use of artificial turf, possible use in the public parkways and medians, environmental concerns, durability, maintenance, how it holds up to pets, use in green development, future legislation, and the use of native and drought tolerant plants, and water efficient landscaping and education. 3. Proiect Status Report — Capital Improvements City Engineer Ernesto Munoz presented a report on the street improvements that are currently underway in the City and that which is proposed in the next fiscal year. He reported that the street improvement projects were the largest undertaking in the history of the City. He reported that $23 Million has been awarded in contracts for street improvements for the current year and of that $10.2 Million was received from grants that had been awarded to the City. He also reported that 13 arterial streets were currently in the construction phase at a cost of $13 Million and of that $4.5 Million was received from grants. He gave an overview of the curb and gutter improvements, street widening, roadway improvements, and arterial improvements. He responded to questions from the Council that addressed improvements to medians, the various locations of the street improvements, review of the master plan for medians, landscaping along arterials, street rehabilitation signs and pavement markings. No action was taken on the item. 4. Emplovee of the Month The City Council reviewed applications for Employee of the Month, a preference was indicated, absent any objection. Announcement of the Employee of the Month would be made at a subsequent City Council meeting. I11. COUNCIL MEMBERS REPORTS, COMMENTS, AND SUGGESTIONS Council Member Dixon reported that she had received a phone call from an unidentified resident who had complained about disturbing noise regularly heard near her home. IV. ADJOURNMENT: The Mayor declared the City Council meeting adjourned at 6:09 p.m. The next Regular Meeting will be held on Tuesday, March 18, 2008. Eric R.
