HomeMy WebLinkAbout01-25-2019 - MinutesMINUTES OF THE SPECIAL MEETING OF THE COSTA MESA CITY COUNCIL FRIDAY, JANUARY 25, 2019 CALL TO ORDER The Special City Council meeting was called to order by Mayor Foley at 9:06 a.m. at the Avenue of the Arts Hotel, Gershwin Room, 3350 Avenue of the Arts, Costa Mesa, California. ROLL CALL Present: Council Member Chavez, Council Member Genis (arrived 9:26 a.m.), Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Absent: Council Member Mansoor Officials Present: Acting City Manager Tamara Letourneau, City Attorney Kimberly Hall Barlow, Finance Director Kelly Telford, Economic and Development Services Director Barry Curtis, Public Services Director Raja Sethuraman, Police Chief Robert Sharpnack, Fire Chief Dan Stefano, Parks and Community Services Director Justin Martin, Chief of Staff Connor Lock, Economic Development Administrator Dan Inloes, and City Clerk Brenda Green. The Mayor introduced Mr. Dave Kiff, Executive Director of ACCOC, who would be facilitating the Council Retreat. SPECIAL ITEMS OF THE DAY — GOAL SETTING AND COUNCIL RETREAT PUBLIC COMMENTS (01:18:15) Wendy Leece, Costa Mesa, spoke on addressing a variety of issues and on public safety. Beth Refakes, Costa Mesa, requested status of signal pre-emption on Newport Blvd., funding for fire station #2, public safety, and storm drain improvements. Speaker, spoke on sober living issues. CONFERENCE WITH LEGAL COUNSEL — EXISTING LITIGATION Pursuant to Subdivision (d)(1) of Section 54956.9, California Government Code Name of Case: Orange County Catholic Worker, an unincorporated association: Lisa Bell, Shawn Carroll, Melissa Fields, Larry Ford, Cameron Ralston, Kathy Schuler, Gloria Shoemake, as individuals v. Orange County, City of Anaheim, City of Costa Mesa, and City of Orange, United States District Court, Central District of California —Southern Division, Case No. 8:18-cv-00155. City Council resumed open session at 2:55 p.m. City Attorney Closed Session Report — No reportable action. The City Council identified and discussed various priorities. Public Comments: Robin Leffler, Costa Mesa, spoke on fiscal sustainability and transparency. Beth Refakes, Costa Mesa, spoke on transparency, airport issues, and fire station #2. Olga Reynolds, Costa Mesa, spoke on public outreach. Mary Spadoni, Costa Mesa, spoke on broader civic engagement. Speaker, spoke on additional programming for early childhood. Improve Our Neighborhoods and Quality of Life. 3. Keep the City Fiscally Sustainable. 4. Address Housing Shortages and Homelessness. 5. Improve Mobility and Parking. 6.
