COSTA MESA CITY COUNCIL
TUESDAY, FEBRUARY 26, 2019
CALL TO ORDER
The Special City Council meeting was called to order by Mayor Foley at 8:55 p.m. in
Conference Room 1 A at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California.
ROLL CALL
Present: Council Member Chavez, Council Member Genis, Council Member
Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro
Tern Stephens, and Mayor Foley.
Absent: None
Officials Present: Acting City Manager Tamara Letourneau, City Attorney Kimberly Hall
Barlow, Parks and Community Services Director Justin Martin, Economic and
Development Services Director Barry Curtis, Public Services Director Raja Sethuraman,
Finance Director Kelly Telford, Fire Chief Dan Stefano, and City Clerk Brenda Green.
PUBLIC COMMENTS — NONE
SPECIAL ITEM:
1. AUTHORIZATION OF BIDDING EXEMPTION UNDER SECTION 2-165
Justin Martin, Parks and Community Services Director, provided staff presentation.
No public comments.
MOVED/SECOND: Mayor Pro Tern Stephens/Council Member Chavez
MOTION: Approved recommended actions.
The motion carried by the following roll call vote:
Ayes: Council Member Chavez, Council Member Genis, Council Member Mansoor,
Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and
Mayor Foley.
Nays: None
Absent: None
Motion carried: 7-0
ACTION:
1. City Council determined that compliance with the bidding requirements and
procedures of the Costa Mesa Municipal Code for the procurement of supplies,
services and equipment for the City's temporary bridge shelter at the Church of

Nazarene/Lighthouse Church is not in the best interest of the City, such that the
procurement of supplies, services and equipment for the shelter will be exempt
from the Municipal Code's bidding requirements and procedures; and
2. Authorized the Acting City Manager or designee to execute all agreements and
documents necessary for the procurement and purchases of such supplies,
services and equipment.

ADJOURNMENT — The Mayor adjourned the meeting at 9:00 p.m.
