HomeMy WebLinkAbout02-26-2019 - Special Study Session MinutesMINUTES OF THE SPECIAL STUDY SESSION OF THE COSTA MESA CITY COUNCIL TUESDAY, FEBRUARY 26, 2019 CALL TO ORDER The Special Study Session was called to order by the Mayor at 6:20 p.m. in Conference Room 1 A at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. ROLL CALL Present: Council Member Chavez, Council Member Genis, Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Absent: None PLEDGE OF ALLEGIANCE — LED BY MAYOR FOLEY PUBLIC COMMENTS Ralph Taboada, Costa Mesa, spoke on the letter from FiPAC that Council received regarding reducing expenses. Cynthia McDonald, Costa Mesa, spoke on the Capital Improvement Projects; supporting resurfacing of tennis courts and fencing, restrooms needing work done. Also spoke in support of bikeability and walkability; lack of revenue from Cannabis businesses and housing needed in that area. SPECIAL STUDY SESSION ITEMS: 1. FY 2018-19 MID -YEAR BUDGET REPORT — Finance Department Kelly Telford, Finance Director, provided presentation on the item. Discussion ensued on FY 2018-19 Mid -Year Budget Report. Mayor Foley, requested a short memo explaining the self-insurance fund. ACTION: 1. City Council received and filed the FY 2018-19 Mid -Year Budget Report 2. Consensus to move forward with the proposed FY 2018-19 budget adjustments and other items: MINUTES - SPECIAL STUDY SESSION OF FEBRUARY 26, 2019 - PAGE 1 a. Carryover of certain FY 2017-18 General Fund encumbrances and Other Fund encumbrances; b. General Fund contingency account allocation; c. Summary of approved budget adjustments and appropriations of expenditures previously netted against revenue; d. Acceptance of a $39,600 AB109 grant from Orange County and appropriate the funding for e-citation device purchase; e. Acceptance of a $19,668 Bullet Proof Vest Grant from US Department of Justice and appropriate the funding for bullet proof vest purchase; and, f. Creation of the Shelter Operations budget program under the Housing Authority and budget adjustment moving Program 50250 currently under the City Manager's Office to the Housing Authority. 3. Consensus to move forward with the following proposed staffing changes: a. Finance Department: reclassify the part-time Accounting Specialist I to a full- time Buyer position; transfer the vacant part-time Office Specialist II position to Parks and Community Services; and, b. Parks and Community Services Department: reclassify three part-time positions to full-time positions; transfer the part-time Office Specialist II position from Finance and reclassify to a full time position; eliminate one full-time Assistant Recreation Supervisor position. 2. CAPITAL IMPROVEMENT PROGRAM STATUS UPDATE — Public Services Department Raja Sethuraman, Public Services Director, provided presentation on the item. Discussion ensued on Capital Improvement Program Status Update. Council Member Reynolds, requested to upload table with projects, time, and status on the website. ACTION: 1. City Council received and filed the report regarding the City's Capital Improvement Program status and; 2. Consensus to move forward with a budget adjustment re -appropriating the remaining unspent balance of capital projects budgeted in prior years into the Fiscal Year (FY) 18-19 budget.
