ROLL CALL Present: Council Member Chavez, Council Member Genis, Council Member Marr, Council Member Reynolds, Mayor Pro Tem Stephens, and Mayor Foley. Absent: Council Member Mansoor. PUBLIC COMMENT - NONE SPECIAL CLOSED SESSION ITEMS: 1. CONFERENCE WITH LABOR NEGOTIATORS Pursuant to Subdivision (a) of Section 54957.6, California Government Code Agency Designated Representatives: Peter Brown, Partner, Liebert Cassidy Whitmore, Lori Ann Farrell Harrison, City Manager, and Justin Martin, Acting Assistant City Manager Name of Employee Organization: Costa Mesa Firefighters Association (CMFA) 2. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION Pursuant to Subdivision (d)(1) of Section 54956.9, California Government Code Name of Case: SoCal Recovery, LLC, a California limited liability company v. City of Costa Mesa, United States District Court, Central District of California, Case No. 8:18-cv-01304-JVS-PJW. 3. CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION Pursuant to Subdivision (d)(1) of Section 54956.9, California Government Code Name of Case: Yellowstone Women’s First Step House, Inc., and Sober Living Network, Inc. v. City of Costa Mesa, United States District Court, Central District of California, Case No. SACV14-01852 JVS Closed Session adjourned at 5:30 p.m. and no reportable action. Minutes – Study Session – October 8, 2019 – Page 2 CALL TO ORDER (00:00:13) The Study Session was called to order by Mayor Foley at 5:32 p.m. in the Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. ROLL CALL (00:00:26) Present: Council Member Chavez, Council Member Genis, Council Member Marr, Council Member Reynolds, Mayor Pro Tem Stephens, and Mayor Foley. Absent: Council Member Mansoor. CITY ATTORNEY CLOSED SESSION REPORT (00:01:04) – Mr. Porter, Deputy City Attorney reported that no action was taken during Closed Session. STUDY SESSION ITEMS: (00:01:17) 1. INTRODUCTION TO THE 2021 HOUSING ELEMENT UPDATE PROCESS Staff presentation by Mr. Curtis, Economic and Development Services Director, Ms. Ashabi, Principal Planner, and Mr. Porter, Deputy City Attorney. Discussion ensued on evaluating existing strategies, types of units needed, timelines, avoiding displacement of residents, inclusionary housing north of the 405 freeway, Measure Y, building a walkable community, current Housing Element, RHNA numbers, maintaining local control and avoiding state penalties, current mixed use projects in the city, and transit requirements. PUBLIC COMMENTS: Speaker, requested R1 zoning to be removed in the city. (01:32:03) Speaker, spoke on comparison to other cities, big picture, and zoning solutions. (01:33:33) Cassius Rutherford, Costa Mesa, spoke on the housing crisis. (01:35:38) Cynthia McDonald, Costa Mesa, spoke on Measure Y and parking problems. (01:37:49) Speaker, spoke on affordable housing coalition and suggested an ad-hoc committee consisting of City Council, Commissions, and members of the public. (01:39:51) Speaker, spoke on accessory dwelling units, removing minimum lot requirements, and to consider walkability in the city. (01:42:26) Speaker, thanked staff and council for their discussion and to balance housing development. (01:44:22) ADJOURNMENT (02:25:03) – Mayor Foley adjourned the Study Session at 7:56 p.m.
