ROLL CALL Present: Council Member Chavez, Council Member Genis (Arrived at 4:38 p.m.), Council Member Mansoor (Arrived at 4:38 p.m.), Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Absent: None. PUBLIC COMMENT — NONE SPECIAL CLOSED SESSION ITEMS: 1. CONFERENCE WITH LABOR NEGOTIATORS Pursuant to Subdivision (a) of Section 54957.6, California Government Code Agency Designated Representatives: Peter Brown, Partner, Liebert Cassidy Whitmore, and Lori Ann Farrell Harrison, City Manager. REVIEW THE GENERAL FUND'S FISCAL YEAR 2018-19 PRELIMINARY FINANCIAL RESULTS; FISCAL YEAR 2019-20 PACING THROUGH SEPTEMBER 30, 2019; AND STATUS OF DEFERRED ITEMS FROM FISCAL YEAR 2019-20 BUDGET ADOPTION Staff presentation by Ms. Telford, Finance Director, Police Chief Glass, and Mr. Ely, Information Technology Director. (00:47:05) Anna Vrska, Costa Mesa, spoke on providing balances of all city funds, not just the general fund, and inquired on the budget for the mobile command unit. (00:51:16) Ralph Taboada, Costa Mesa, spoke on the budget forecasting for the year, overtime concerns, legal expenses, capital improvement projects, and the Police Department vehicle upgrades. (00:53:33) Chris Sheppard, Business owner, spoke on the current cannabis tax rate and requested a reduction. (00:55:34) Minutes —Study Session— November 12, 2019 — Page 2 Discussion ensued on the mobile command vehicle, the cannabis industry and related tax, the 115 Trust, Police Department line items, the Police car video system vs. body cam system, Police Department budget requests, Code Enforcement staffing changes, total number of city vehicles, strategic planning for replacing vehicles, TOT estimates, revenue generating measure, citywide fee study, a phased plan for budgeting, tracking ongoing spending, grant funding, overtime spending, anticipated adjustments in the year, streamlining the business process, receiving a copy of the CAFR prior to the holiday break, the previous budget processes, personal protective equipment, and upgrading technology. ACTION: The City Council was updated and discussion ensued on the following items: Fiscal Year (FY) 2018-19 General Fund preliminary financial results and the projected ending fund balance; FY 2019-20 General Fund pacing for the quarter ended September 30, 2019; and Status of the FY 2019-20 deferred items for the Finance Department, Information Technology Department, Development Services Department and Police Department.
