(00:30:44) COUNCIL MEMBER COMMITTEE REPORTS, COMMENTS, AND SUGGESTIONS (00:33:53) Council Member Chavez reported on attendance at the Finance and Pension Advisory Committee meeting and Pomona School Parent Institute for Quality Education graduation; meeting residents in his district; and forming a community watch. (00:34:12) Council Member Marr thanked Dane Bora and Ashley Thomas; and invited all to Coffee with a Council Member on June 27t" at the Starbucks on Baker and Fairview. (00:36:51) Council Member Mansoor addressed the public speaker's comments regarding parking issues in his neighborhood; and spoke on the budget. (00:37:49) Council Member Genis spoke on acknowledging Brad Long for his service to the City; West Nile virus; and publicizing citrus disease. (00:39:33) Council Member Reynolds addressed the comments by public speakers; requested the staff report for the Harbor Soaring Society (HSS) contract; spoke on acknowledging Brad Long for his service to the City; an agenda item related to naming policy for City buildings; and requested an update on the progress and timeline for the Airway shelter. (00:44:12) Mayor Foley reported on her meeting with the Orange County Coalition of Aviation Companies; invited all to the Orange County Board of Supervisors' meeting on June 25tn; reported on her meeting with Randy's Donuts and attendance at the Costa Mesa Art Walk; spoke on the contact information for people experiencing homelesness; requested the video link to the January 16, 2007 Council meeting; requested more information regarding the 20 foot wide alleys; welcomed the new externs working for the Summer in the Mayor's office; and congratulated all the graduates. ADOPTION OF FISCAL YEAR 2019-2020 APPROPRIATIONS LIMIT (00:53:20) Amber Haston, Management Analyst, presented the staff report. (00:53:34) No public comments on this item. MOVED/SECOND: Council Member Chavez/Council Member Marr MOTION: Approve Resolution No. 19-27 The motion carried by the following roll call vote: Ayes: Council Member Chavez, Council Member Genis, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Nays: Council Member Mansoor Absent: None Motion carried: 6-1 ACTION: City Council approved Resolution No. 19-27, establishing the Fiscal Year 2019-2020 Appropriations Limit for the City of Costa Mesa at $245,308,059 by using the City of Costa Mesa's population growth for population adjustment, and the California per capita income growth for inflationary adjustment. 2. FISCAL YEAR 2019-20 BUDGET DISCUSSION AND ADOPTION (00:59:19) Kelly Telford, Finance Director, presented the staff report. MOVED/SECOND: Mayor Pro Tem Stephens/Council Member Reynolds (03:13:41) MINUTES — Costa Mesa JUNE 18, 2019 — PAGE 5 SUBSTITUTE MOTION: Approve recommended action number 1, which is to approve Resolution No. 19-28, adopting the City of Costa Mesa FY 2019-20 Operating and Capital Improvement Budget, including the amendments included in the Proposed Addendum. Mayor Pro Tern Stephens spoke on the substitute motion. (03:14:25) Council Member Reynolds requested Mayor Pro Tern Stephens (the maker of the motion) to include the approval of the Lead Equipment Mechanic position. Mayor Pro Tern Stephens concurred. (03:15:05) Council Member Reynolds spoke on the substitute motion. (03:15:30) Council Member Mansoor spoke to not supporting the substitute motion. (03:17:52) Council Member Genis spoke to not supporting the substitute motion. (03:19:40) Council Member Marr requested Mayor Pro Tern Stephens (the maker of the motion) to add the Energy and Sustainability Services Manager position and also direction to staff to add an additional $600,000 into the CIP for FY 2020-2021 for the design fee for the Davis and Kaiser Field study. Both Mayor Pro Tern Stephens and Council Member Reynolds (the second) concurred. (03:24:07) Council Member Marr spoke on development fees and increasing revenues. (03:26:55) Council Member Chavez spoke to supporting the substitute motion. (03:30:58) Council Member Mansoor spoke against spending $150,000 on the Energy and Sustainability Services Manager position and requested an analysis on how the position will save money. (03:33:44) Council Member Genis spoke on firms that can do energy audits; clarified previous remarks regarding the Westside; spoke on priorities; and park fees for the storm drain. (03:37:05) Council Member Reynolds spoke to supporting the substitute motion. (03:39:48) Mayor Foley spoke to supporting the substitute motion with all the amendments; and thanked the Finance staff. City Council approved Resolution No. 19-28, adopting the City of Costa Mesa FY 2019-20 Operating and Capital Improvement Budget, including the amendments included in the Proposed Addendum and with the following additions: (a) Include the approval of the Lead Equipment Mechanic position; and (b) Include the approval of the Energy and Sustainability Services Manager position; and (c) Direct staff to add an additional $600,000 into the CIP for FY 2020-2021 for the design fee for the Davis and Kaiser Field study. MOVED/SECOND: Mayor Pro Tern Stephens/Council Member Marr MOTION: Approve recommended action numbers 2-6. City Council approved Resolution No. 19-29, adopting the Development Services and Finance Department cost recovery fees; and 3. Approved the financial and budget policies included in the Preliminary Fiscal Year 2019-20 Budget; and 4. Approved the following resolutions adding the following job classifications and related pay ranges: a) Fire Marshal — Resolution No. 19-30 b) Assistant to the City Manager — Resolution No. 19-31 c) Plan Check Engineer — Resolution No. 19-32 d) Energy and Sustainability Services Manager (Job Description and Salary Resolution to be approved at the July 2, 2019 Council meeting). 5. Approved Resolution No. 19-33, adjusting the rates of pay for part-time classifications; and 6. Directed the City Manager and Finance Department to report back to City Council by November 15, 2019 on the status of the first quarter operating results for the General Fund, provide additional recommendations on the staffing changes recommended for deferral and how to address the Police Department's operating and capital requests.
