HomeMy WebLinkAbout01-09-2020 - Signed MinutesMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL AND SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY JANUARY 9, 2020 CALL TO ORDER (00:00:12) The special meeting was called to order by Mayor Pro Tern Stephens at 5:03 p.m. in the Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. PLEDGE OF ALLEGIANCE (00:00:23) ROLL CALL (00:00:47) Present: Council Member Chavez, Council Member Genis, Council Member Mansoor (arrived 5:05 p.m.), Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley (arrived 5:32 p.m.). Absent: None Officials Present: City Manager Lori Ann Farrell Harrison, City Attorney Kimberly Hall Barlow, Economic and Development Services Director Barry Curtis, Public Services Director Raja Sethuraman, Acting Parks and Community Services Director Yvette Aguilar, Finance Director Kelly Telford and City Clerk Brenda Green. PUBLIC COMMENTS: (00:00:57) Marc Perkins, Costa Mesa, spoke in support of the RHNA methodology. (00:01:23) Cassius Rutherford, Costa Mesa, spoke in support of the RHNA methodology. (00:05:43) Speaker, spoke in support of the resolution opposing the RHNA methodology. (00:07:43) George Tall, Costa Mesa, spoke in support of the RHNA methodology. (00:09:59) SPECIAL ITEM 1. ADOPT RESOLUTION OPPOSING PROPOSED METHODOLOGY FOR REGIONAL HOUSING NEEDS ASSESSMENT (RHNA) (00:11:47) Staff presentation by Mr. Curtis, Economic & Development Services Director. Discussion ensued on SB 35 penalties, methodology and SCAG requirements, the Riverside amendment, greenfield areas, if the number includes projects currently underway, and wording in the resolution. Minutes — Special Meeting — January 9, 2020 — Page 1 MOVED/SECOND: Council Member Genis/Council Member Mansoor MOTION: Adopt Resolution No. 2020-01, opposing the modified Regional Housing Needs Assessment (RHNA) allocation methodology approved by the Southern California Association of Governments (SCAG) Regional Council and requesting intervention of the California Department of Housing and Community Development (HCD), and add a second whereas stating, the City of Costa Mesa is willing to do their fair share to meet Regional Housing Needs and supports other cities doing the same, and add page 4 of the Orange County Council of Governments (OCCOG) letter, that was provided for additional documents, as an additional whereas. Council Member Genis spoke to the motion and Regional Housing Needs and it being done on a fair share basis. Council Member Mansoor spoke to the motion and supporting more housing in the city, the methodology being forced on the city and the penalties associated with non- compliant. Council Member Marr requested striking the 6th paragraph on page 9 referring to affordable housing, spoke on supporting the motion, and spoke on council being pro housing but not supporting the process the new methodology. Council Members Genis and Mansoor agreed to the change. Council Member Reynolds spoke on supporting the motion and the tone of the resolution and focusing on the process, and requested a change on the 5th whereas to focus on the cities commitment to housing needs, to include a reference to council's goal of addressing housing and the scheduled study session as a priority, change on page 10 regarding meeting goals to add at the end of being set up to fail "and could potentially compromise access to critical funding", and to add in section 2 a statement "supports the city's continued active participation in fair and collaborative regional efforts to address housing." Council Members Genis and Mansoor agreed to the changes. Mayor Pro Tern Stephens supports the positive changes to the resolution and requests adding that the city is already a provider of affordable housing, and spoke on the need for more affordable housing. Council Members Genis and Mansoor agreed to the change. Council Member Chavez spoke on the need for affordable housing, thanked council for comments, and on not supporting the motion. Mayor Foley spoke on supporting the motion and requested to move up the first sentence from section 2 to be the first whereas, clarified section 5 changes, and spoke on affordable housing and the number obligation being premature. Council Members Genis and Mansoor agreed to the change. COUNCIL MEMBERS' REPORTS, COMMENTS, AND SUGGESTIONS (01:36:52) Council Member Genis spoke on Governor Newsoms executive order N-23-20 regarding homelessness and housing. ADJOURNMENT (01:38:24) — Mayor Foley adjourned the meeting to Closed Session at 6:41 p.m. CALL TO ORDER The Special Closed Session was called to order by Mayor Foley at 6:41 p.m. in the Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. Absent: None The City Council and Successor Agency to the Redevelopment Agency recessed to Conference Room 5A to discuss the following item at 6:45 p.m. 1.
