Council Member Genis clarified the facilities distance being in non-residential zone and spoke to the item. Mr. Porter, Assistant City Attorney, offered to change the wording to commercial or industrial zone. Mayor Foley and Mayor Pro Tern Stephens agreed to the change. Discussion ensued regarding consequences for delaying the item. Council Member Marr requested modifying the post installation certification section on pages 16 and 17 to strike the language "or other qualified person reasonably accessible to the director" so that there is only testing by licensed electrical engineers and requiring the type of equipment used to test and calibration date to be included in the report. Mayor Foley and Mayor Pro Tern Stephens agreed to the changes. ACTION: 1. City Council approved the proposed Professional Services Agreement (PSA) with Atlas Planning Solutions to assist with the development of the Costa Mesa Local Hazard Mitigation Plan (LHMP). 2. Authorized the City Manager and the City Clerk to execute the agreement and future amendments to the agreement, provided that the total compensation under the agreement and any amendments does not exceed $149,990.25. AUTHORIZE STAFF TO EVALUATE OPPORTUNITIES FOR COMMUNITY CHOICE ENERGY (04:44:23) Staff presentation by Ms. Afeworki, Energy & Sustainability Services Manager. Council Member Marr recused herself and stepped down from the dais for the item as she has a conflict with her employer.
