HomeMy WebLinkAbout02-21-2020 - Signed MinutesMINUTES OF THE EMERGENCY CLOSED SESSION MEETING OF THE CITY COUNCIL AND SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY FEBRUARY 21, 2020 CALL TO ORDER The Special Closed Session Emergency Meeting was called to order by Mayor Foley at 1:05 p.m. in the Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. ROLL CALL Present: Council Member Chavez, Council Member Genis, Council Member Reynolds, Mayor Pro Tern Stephens and Mayor Foley. Both Council Member Mansoor and Council Member Marr attended the meeting via teleconference. Absent: None PUBLIC COMMENTS - NONE The City Clerk read the title of the following Closed Session item: 1. CONFERENCE WITH LEGAL COUNSEL — ANTICIPATED LITIGATION — ONE CASE Pursuant to Subdivision (d)(4) of Section 54957.9, California Government Code, Potential Initiation of Litigation. MOVED/SECOND: Mayor Pro Tern Stephens/Council Member Genis MOTION: Approved the emergency closed session meeting pursuant to California Government Code Section 54956.5 (a)(1). The motion carried by roll call vote: Ayes: Council Member Chavez, Council Member Genis, Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. The City Council recessed to 5A at 1:10 p.m. for the Emergency Closed Session Meeting. Council Member Mansoor was excused at 2:21 p.m. The City Council reconvened in open session at 2:31 p.m. Minutes — Emergency Special Closed Session Meeting — February 21, 2020 — Page 1 The City Attorney reported that on a motion by Mayor Foley and seconded by Mayor Pro Tern Stephens, the City Council unanimously voted to initiate litigation against parties to be named later. Additionally, the City Council would continue in closed session but no further action would be taken and no further reporting out.
