HomeMy WebLinkAbout03-17-2020 - Special Signed MinutesMINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL AND SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY MARCH 17, 2020 CALL TO ORDER (00:00:14) The special meeting was called to order by Mayor Foley at 7:16 p.m. in the Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. ROLL CALL (00:03:15) Present by Teleconference: Council Member Chavez, Council Member Marr, Council Member Reynolds, and Mayor Pro Tern Stephens. Present: Council Member Genis, Council Member Mansoor, and Mayor Foley. Absent: None SPECIAL ITEM 1. Discussion of emergency orders and potential need to ratify. Staff presentation by Ms. Farrell Harrison, City Manager. Public Comments: Speaker, spoke on 24-hour fitness closures due to COVID-19 and the hardships it creates for the homeless community. (00:09:19) Mary Spadoni, Costa Mesa, spoke on accommodations for the homeless community, thanked council for efforts during COVID-19, and if Commission and Committee meetings would be postponed or cancelled. (00:12:47) Ms. Green, City Clerk, read the following comments into the record: Regarding setting up a call center and other preparations for COVID-19. Mary Kay Hill thanking the Mayor, Council, and staff for their work to prevent the Fairview Developmental Center as a quarantine site for COVID-19, and spoke on self -care and quarantine during COVID-19. Thanking City Council and staff for their work during COVID-19 and inquired if there is a plan for an emergency moratorium for evictions. Charlene Ashendorf thanking City Council and staff for their work during COVID-19. Minutes — Special Meeting — March 17, 2020 — Page 1 Requesting a freeze on rent during the pandemic for those experiencing hardship. Inquiring on plans to help residents during the pandemic for those experiencing hardship. Jessica Wells regarding restaurants and businesses experiencing hardship and requesting rent assistance. Regarding non -essential businesses not having a mandated closure. Expressing concern on visiting the DMV and alternatives for conducting business during the pandemic. MOVED/SECOND: Council Member Chavez/Council Member Marr MOTION: Approve the recommended actions of waiving ticketing for street sweeping and residential parking permits. SUBSTITUTE MOTION/SECOND: Council Member Genis/Council Member Mansoor SUBSTITUTE MOTION: Approve only the waiving of tickets for street sweeping, not for residential parking permits. Mayor Foley requested a timeframe of March 16th to March 31 st for the original motion. Council Member Chavez agreed to the change. Council Member Marr requested the timeframe be for 30 days beginning March 16tn Council Member Chavez agreed to the change. SUBSTITUTE MOTION/SECOND: Council Member Genis/Council Member Mansoor SUBSTITUTE MOTION: Approve only the waiving of tickets for street sweeping, not for residential parking permits. The substitute motion failed by the following roll call vote: Ayes: Council Member Genis, Council Member Mansoor, Nays: Council Member Chavez, Council Member Marr, and Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley.
