PLEDGE OF ALLEGIANCE — Led by Council Member Marr. ROLL CALL (00:16:28) Present by Zoom: Council Member Chavez, Council Member Genis, Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Absent: None NEW BUSINESS: 1. CONTINUED ITEM - POSSIBLE BALLOT MEASURES FOR NOVEMBER 3, 2020 GENERAL ELECTION (00:17:11) MOVED/SECOND (00:17:47): Mayor Pro Tern Stephens/Mayor Foley MOTION: Receive and file the report related to Measure Y. The motion carried by the following roll call vote: Ayes: Council Member Chavez, Council Member Genis, Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley Nays: None Absent: None Abstain: None Motion carried: 7-0 ACTION: City Council received and file the report related to Measure Y. Minutes — Adjourned Regular Meeting — May 26, 2020 — Page 1 MOVED/SECOND (00:31:26): Council Member Marr/Council Member Chavez MOTION: To create Citizens Advisory Committee with the goal of looking for opportunities to further Economic Development through potential amendments to Measure Y. Mayor Foley requested the maker of the motion revise the goal of the committee to create a vision for economic development in the city which may or may not include Measure Y. The maker of the motion and second agreed to the change. Discussion ensued on Measure Y and forming a committee. MOVED/SECOND (00:31:26): Council Member Marr/Council Member Chavez MOTION: To explore creating a Citizens Advisory Committee with the goal of looking for opportunities to further Economic Development through potential amendments to Measure Y and bring back to City Council with a recommendation. The motion carried by the following roll call vote: Ayes: Council Member Chavez, Council Member Genis, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley Nays: None Absent: Council Member Mansoor Abstain: None Motion carried: 6-0-1 2. CONTINUED ITEM - EMERGENCY LIMITATIONS ON SALE AND USE OF SAFE AND SANE FIREWORKS (01:01:54) Staff presentation by Ms. Farrell Harrison, City Manager. Discussion ensued on concern for fund raising, having fewer volunteers during the pandemic, social distancing, calls for service, illegal fireworks, additional staff for enforcement, impacts on elderly and animals, making protocols mandatory, block parties, exterior signage, and waivers. Public Comment: Brian Harris, spoke on the item and agreed with waiver. (01:54:28) Tom Fillmore, spoke on the item and being safe. (01:58:37) Jay Humphrey, spoke on the item. (02:02:59) Thomas Carroll, spoke on the item. (02:06:44) Stephanie Joyce, spoke on the importance of the sale of fireworks while also not spreading COVID-19. (02:09:11) Minutes — Adjourned Regular Meeting — May 26, 2020 — Page 2 MOVED/SECOND (02:10:55): Mayor Pro Tern Stephens/Council Member Mansoor MOTION: Adopt the safety recommendations from staff and make them mandatory, retain the previous days of sales of fireworks being June 30, 2020 through July 4, 2020 and retain previous days of using fireworks being July 2, 2020 through July 4, 2020. Mayor Foley requested the maker of the motion include the indemnification waiver as a requirement and that the vendors supply all PPE and sanitation products. The maker of the motion and second agreed to the change. Motion carried: 5-1-1 ACTION: 1. City Council determined the City will allow sale and discharge of Safe and Sane Fireworks during this public health emergency. 2. Approved a one-time modification to rules regarding sale and use of Safe and Sane Fireworks to: A. Revised operation of Safe and Sane Fireworks Booths to require appropriate distancing between booths, social distancing and protective measures as recommended to limit the spread of COVID-19. B. Limited the dates for sale of Safe and Sane Fireworks in the City from June 30, 2020 through July 4, 2020. C. Limited the date of allowable discharge of Safe and Sane Fireworks in the City from July 2, 2020 through July 4, 2020. 3. Requiring an indemnification waiver and that the vendors will supply all PPE and sanitation supplies. Minutes — Adjourned Regular Meeting — May 26, 2020 — Page 3 3. FISCAL YEAR 2020-21 CAPITAL IMPROVEMENT PROGRAM (CIP) BUDGET AND FIVE YEAR (20-21 TO 24-25) CIP (02:30:21) Staff presentation by Mr. Sethuramen, Public Services Director. Discussion ensued on grant funding for Adams Street improvements, Mesa Verde and Placentia needing work, defining "temporary reduction", if there will be more cuts, the cost of design, state funding, and keeping the CIP program up to date on the website. Public Comment: Susan Iwomoto, spoke on looking at Opportunity Zone funding. (03:17:41) MOVED/SECOND: Council Member Chavez/Council Member Marr MOTION: Approve recommended action. The motion carried by the following roll call vote: Ayes: Council Member Chavez, Council Member Genis, Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley Nays: None Absent: None Abstain: None Motion carried: 7-0 ACTION: City Council provided direction on the Fiscal Year 2020-21 Preliminary Capital Improvement Program (CIP) Budget and the Five-year (20-21 to 24-25) CIP.
