CALL TO ORDER (00:00:11) — Mayor Foley called the special meeting to order at 7:35
p.m.

Present by Zoom: Council Member Chavez, Council Member Genis, Council Member
Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens,
and Mayor Foley.
Absent: None
PUBLIC HEARINGS:
(Pursuant to Resolution No. 05-55, Public Hearings begin at 7:00 p.m.)
1. FISCAL YEAR 2020-21 PROPOSED OPERATING AND CAPITAL
IMPROVEMENT PROGRAM BUDGET (00:02:02)
Staff presentation by Ms. Molina, Acting Finance Director.
Discussion ensued on street sweeping tickets, community engagement, volunteer
programs, open space master plan, community oriented policing, CIP projects,
Westside storm drain improvements, performance metrics, addressing goals,
strategic planning retreat, maintaining employee positions, vacancy factors, golf
course revenues, attorney costs, self-insurance fund, furloughs, contract classes,
CARES Act funding, programming for children, and over time costs.
Public Comments:
Ron Lynch, spoke on Fire and Police Department salaries.
Walid Wasfy, spoke on Police Chief Glass' salary and summer camp.
Costa Mesa Opportunity Zone, thanked council for their hard work and spoke on
community engagement.
Timothy Steed spoke on Costa Mesa Employee Association.
Marc Perkins shared an experience, spoke on the homeless shelter, and on the
Police Departments response time.

Flo Martin spoke on tax payers and vehicle vs active transportation.
Speaker spoke on cuts in spending, Public Records Requests, staff workload,
COVID-19, activities needed for kids, staffing changes, and opening up the city.
Speaker spoke on Closed Session starting earlier to be able to start the Regular
meeting on time, budget issues, and Measure X sales tax.
ACTION:
1. The Public Hearing was held and City Council discussed and provided feedback
on the City of Costa Mesa FY 2020-21 Operating and Capital Improvement
Program Budget including exercising the emergency exception to the Capital
Assets Needs Ordinance (CAN) by waiving the 5% CAN requirement.
2. Discussed and provided feedback on the use of the City's General Fund Declared
Disaster/Emergency Reserves in the FY 2020-21 Proposed Budget to continue
providing essential services.
