PLEDGE OF ALLEGIANCE (00:00:16) — Led by Mayor Foley. ROLL CALL (00:00:32) Present by Zoom: Council Member Chavez, Council Member Genis (Arrived at 5:05 p.m.), Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Absent: None STUDY SESSION ITEMS: 1. CITY COUNCIL DIRECTION REGARDING SHORT TERM RENTALS (00:01:05) Staff presentation by Ms. Le, Acting Economic and Development Services Director. Public Comments: Patti Jasinski, Costa Mesa, spoke on behalf of a group of residents and presented a PowerPoint presentation regarding problems in the neighborhood with short term rentals. (00:16:34) Speaker, Huntington Beach, spoke on supporting short term rentals. (00:24:32) Speaker, spoke on instituting a ban on short term rentals, implementation of enforcement principles, and the negative effects on affordable housing. (00:26:08) Speaker, spoke against short term rentals, and the negative effects on affordable housing. (00:28:34) Speaker, spoke against short term rentals and spoke on problems on Towne Street. (00:31:11) Speaker, spoke against short term rentals and spoke on problems on Towne Street. (00:37:26) Speaker, spoke on behalf of a short term rental property owner on working with the city and keeping everyone safe. (00:41:09) Speaker, spoke against short term rentals. (00:45:46) Speaker, spoke against short term rentals. (00:48:26) Lance Hailstone, Costa Mesa, spoke on late night noise complaints and against short term rentals. (00:51:47) Discussion ensued on a loud party ordinance, parking problems, inspections, compliance with maximum occupancy, police enforcement, public nuisance abatement, third party rentals, collecting TOT, pandemic regulations on parties, options for responsible operators, annual review, enforcement options, property complaints, quality of life, timeframes, a temporary moratorium, and short term and long term solutions. ACTION: City Council provided feedback and gave direction to develop policies and protocols for the management of short term rentals within the City of Costa Mesa, and to bring back an interim urgency ordinance to prohibit or limit the operation of short term rentals within all zoning districts in Costa Mesa.
