COUNCIL MEMBER COMMITTEE REPORTS, COMMENTS, AND SUGGESTIONS

Council Member Chavez congratulated the winners of the 2020 elections, spoke on the
speeding on Meyers Street, and requested to adjourn the meeting in honor of Joey Minter.

Council Member Marr thanked all who ran in the 2020 election and spoke on the Naval
Academy Service. (01:51:00)
Council Member Mansoor thanked all veterans for their service. (01:52:53)
Council Member Genis requested information on the Dudek scope of work to be provided,
encouraged all the election candidates to stay active in the community, and thanked all
veterans for their service. (01:53:20)
Council Member Reynolds thanked all veterans for their service, thanked all candidates
for running in the election, spoke on COVID-19 preventative measures, Fairview Park and
homeless solutions, speeding issues and pedestrian safety, and a Fairview Park plant
pulling event. (01:55:19)
Mayor Pro Tern Stephens thanked all veterans for their service, spoke on the elections,
and spoke on COVID-19 preventative measures. (01:59:26)
Mayor Foley Thanked CMTV for the Veterans Day video, recognized Carol Singleton for
receiving the Veteran of the Year award by Assembly Woman Cottie Petrie Norris, wished
her grandmother a happy 94th birthday, congratulated all election candidates who ran,
spoke on speeding issues in the city, street sweeping on both sides of the street on the
same day, requested an update on parking, and spoke on COVID-19 prevention.

REPORT — CITY MANAGER (02:10:20) — Ms. Farrell Harrison reported on the election
and other significant events, thanked council for their leadership, spoke on the November
18 Housing Element Town Hall, and an update on street sweeping, the parking study,
and speeding in the city, spoke on COVID-19 preventative measures, and thanked Jeff
Trujillo and Ron Dam from CMTV for all of their hard work.
REPORT — CITY ATTORNEY (02:22:17) — Ms. Hall Barlow reported on litigation matters
that resolved in favor of the city: Gardner vs Costa Mesa, Keift vs Costa Mesa, sober
living home cases, unpermitted group homes, and illegal dispensaries on Fair Drive.

3. WARRANT RESOLUTION NO. 2649 — Finance Department
ACTION:
City Council approved Warrant Resolution No. 2649 of the City Council of the City
of Costa Mesa, California, allowing certain claims and demands, including Payroll
Register Nos. 20-20 "A" for $24,528.37, 20-21 for $2,581,579.60, 20-21 "A" for
$3,786.06, and 20-22 for $2,436,246.75; and City operating expenses for
$6,120,544.25.

ACTION:
City Council Approved the Minutes of October 8, 2019, November 12, 2019, January
28, 2020, February 11, 2020, and February 25, 2020.

5. AGREEMENT FOR SCHOOL RESOURCE OFFICER SERVICES BETWEEN
THE CITY OF COSTA MESA AND NEWPORT-MESA UNIFIED SCHOOL
DISTRICT FOR FISCAL YEAR 2020-2021- Police Department
ACTION:
1. City Council approved the agreement for School Resource Officer (SRO) services
between the City of Costa Mesa and Newport -Mesa Unified School District
(NMUSD) for Fiscal Year 2020-2021.
2. Authorized the City Manager to execute the agreement.

HOUSING ASSISTANCE AND PREVENTION (HHAP) GRANT FROM THE
COUNTY OF ORANGE HEALTH CARE AGENCY AND EXECUTE CONTRACT
NO. MA 042-21010752 FOR CAPITAL FUNDING OF THE PERMANENT
BRIDGE SHELTER (02:48:24) - City Manager's Office

HHAP grant from the County of Orange Health Care Agency and execute
Contract No. MA 042-21010752.
2. Appropriated $2,529,126 of Orange County HHAP grant funds to the permanent
Bridge Shelter, located at 3175 Airway Drive in Costa Mesa, following County of
Orange Board of Supervisors approval.
2. ADOPTION OF A MORATORIUM (ORDINANCE NO. 2020-17) AS AN INTERIM
URGENCY MEASURE TO PROHIBIT OR LIMIT THE OPERATION OF SHORT
TERM RENTALS WITHIN ALL ZONING DISTRICTS IN THE CITY OF COSTA

Jaime Gomez, Costa Mesa, spoke in support of the moratorium and on the negative
impacts that Short Term Rentals have on the neighborhoods. (03:22:57)

MOTION: Approve recommended action, striking the home share language to not
allow home sharing, and include a fine and action plan.
Mayor Foley spoke in support of the moratorium.
Council Member Marr requested the following when the item comes back for final
approval: a 3rd party manager, inspections, collecting fees, and having a 3-night
minimum stay.
Mayor Pro Tern Stephens spoke in support of the motion and on not allowing home
sharing and on engaging with good operators.
Council Member Reynolds spoke in support of the motion and on how to document
nuisances.
Council Members Genis and Chavez spoke in support of the motion.

ACTION:
City Council introduced and adopted as an interim urgency measure Ordinance No.
2020-17 prohibiting the establishment and/or operation of STRs within all zoning
districts of the City of Costa Mesa for the protection of the public health, safety and
welfare pursuant to Government Code Section 65858.
