(00:33:31) Hengameh Abraham, Costa Mesa, spoke on a small business grand opening in the city, and requested council participation at future openings. (00:40:35) Alexandra, requested a stop sign on the west side of Costa Mesa at Placentia Ave. (00:41:58) PUBLIC COMMENTS — FOR OUTGOING COUNCIL MEMBERS (00:43:31) Bill McCarty, Costa Mesa, thanked all council members, especially Mayor Pro Tern Stephens for his work while on City Council. (00:44:37) Speaker, thanked Council Member Genis for her work while on City Council. (00:45:24) Hank Castignetti, Costa Mesa, thanked all council members for their work and support while on City Council. (00:46:29) PRESENTATIONS: (00:47:30) - Recognition of Council Member Genis, Council Member Mansoor, and Mayor Pro Tern Stephens. City Manager Ms. Farrell Harrison presented the outgoing council members with gifts and spoke on working with each of them and staff played a video recognizing the council members for their service over the years. Council Member Mansoor thanked his family and city staff for their support during his time on City Council. (01:06:00) Mayor Pro Tern Stephens thanked his family and city staff for their support during his time on City Council. REPORT — CITY ATTORNEY (01:45:43) — Ms. Hall Barlow thanked the outgoing council members for their service and spoke on their time working together. PUBLIC COMMENTS — FOR INCOMING COUNCIL MEMBERS AND RESOLUTION (01:53:41) Hengameh Abraham, Costa Mesa, congratulated Don Harper on his campaign. (01:54:33) Bill McCarty, Costa Mesa, congratulated Mayor Foley and the new Council Members for their win. (01:55:38) Ben Chapman, Costa Mesa, congratulated the new Council Members and thanked all the candidates who ran in the election. (01:56:42) NEW BUSINESS: CERTIFICATION OF THE GENERAL MUNICIPAL ELECTION AND CITY COUNCIL REORGANIZATION (01:58:43) MOVED/SECOND: Council Member Chavez/Council Member Marr MOTION: Adopt Resolution No. 2020-62 Certifying the 2020 General Municipal Election. The motion carried by the following roll call vote: Ayes: Council Member Chavez, Council Member Genis, Council Member Mansoor, Council Member Marr, Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Nays: None Absent: None Motion carried: 7-0 ACTION: 1. City Council adopted Resolution No. 2020-62 read by title only: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA CALIFORNIA, RECITING THE FACTS OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 3, 2020; DECLARING THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW. 2. Council Member Harper thanked staff, family, and friends for their support during his campaign, and spoke on supporting the city in his new role on City Council. (02:08:42) Council Member Harlan thanked the outgoing council members for their work, recognized the other candidates who ran during the election, thanked his family for their support, and recognized his supporters and thanked the voters of District 6. (02:09:54) Mayor Foley thanked her family for their support during the election, thanked city staff for their work and support during the pandemic, thanked all of the campaign volunteers and friends, and thanked the community for their support.
