HomeMy WebLinkAbout02-11-2020 Signed MinutesMINUTES OF THE STUDY SESSION OF THE COSTA MESA CITY COUNCIL TUESDAY, FEBRUARY 11, 2020 CALL TO ORDER (00:00:11) The Study Session was called to order by the Mayor at 5:02 p.m. in the Council Chambers at Costa Mesa City Hall, 77 Fair Drive, Costa Mesa, California. PLEDGE OF ALLEGIANCE (00:00:28) Led by Mayor Foley ROLL CALL (00:00:44) Present: Council Member Chavez, Council Member Mansoor, Council Member Marr (Arrived at 5:07 p.m.), Council Member Reynolds, Mayor Pro Tern Stephens, and Mayor Foley. Absent: Council Member Genis. STUDY SESSION ITEMS: 1. FISCAL YEAR 2019-20 MID -YEAR REVIEW OF OPERATING BUDGET (00:01:07) - Finance Department Staff presentation by Ms. Telford, Finance Director. 2. CAPITAL IMPROVEMENT PROGRAM STATUS UPDATE (00:26:29) Public Services Department Staff presentation by Mr. Sethuraman, Public Services Director. Discussion ensued on 1-405 project, caution on spending, sidewalk repair, bicycle rack improvements, re -plastering the pool, the EOC on the priority list, City Hall elevators fund in only one year, sales and use tax, phased funding plan, Measure X operators, proportion of Police Officers to the population and land, the potential of coronavirus impacts at South Coast Plaza, the 5-year forecast, moving forward on cannabis recommendations, CDBG and home allocations, staffing needs, economic development, skate park redesign, more frequent public project updates, legal questions on the commercial bike rack program, Shalimar Park improvements systems to track actuals, and staffing changes. Minutes — Study Session — February 11, 2020 — Page 1 ACTION: City Council provided direction on the following: 1. FY 2019-20 Mid -Year Budget Report. 2. FY 2019-20 budget adjustments. 3. Staffing changes in the Police Department and City Manager's Office. 4. Received and filed the mid -year update and report on the Capital Improvement Program status. PUBLIC COMMENT (01:31:03) Ralph Taboada, Costa Mesa, thanked Ms. Telford, Finance, and Public services for increased transparency, spoke on 3 out of 5 people attending the Study Session are Finance and Pension Advisory Committee (FiPAC) members, increased revenues being good news, is happy that legal expenses are tracking low, spoke on vacancies and overtime, expressed concern on incremental increases in positions and head count, and expressed concern on funding for the next year.
