CITY COUNCIL STUDY SESSION
TUESDAY, MAY 119 2021 - 5:00 P.M.
CALL TO ORDER - The Study Session was called to order by Mayor Stephens at 5:00
p.m. via Zoom Webinar.
PLEDGE OF ALLEGIANCE — Led by Mayor Stephens.
ROLL CALL
Present by Zoom: Council Member Chavez, Council Member Gameros, Council Member
Harlan, Council Member Harper (left the meeting at 6:50 p.m.), Council
Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens.
Absent: None.
STUDY SESSION ITEM:
1. FISCAL YEAR 2021-22 PROPOSED CAPITAL IMPROVEMENT PROGRAM (CIP)
BUDGET AND FIVE-YEAR (2021-22 TO 2025-26) CIP STUDY SESSION
Presentation by Mr. Sethuramen, Public Services Director.
City Council recessed into a break at 5:25 p.m.
City Council reconvened at 5:47 p.m.
Public Comments:
Kim Hendricks, Costa Mesa, spoke on ongoing projects, the Fairview Park vernal
pools, and the restoring habitats first.
Ralph Taboada, Costa Mesa, spoke on the ongoing projects, projects where no
money has been spent, workloads, and prioritizing projects.
Discussion ensued on park acquisitions, Federal American Rescue Plan funds,
options for the skate park, opportunities for additional parks on the Westside,
elevator modernization project, HVAC replacement for higher efficiencies, pool
restoration, storm drain replacement, creating a bike trail at Arlington Drive and
Mesa Drive, adding charging stations at the golf course, adding parking in the Mesa
Del Mar area, tracking CIP progress and communicating the status of projects and
improvements on the website, sustainability, moving up the tree planting project,
future vehicle purchases to be electric, the Westside substation, updating data on
the Open Space Master Plan, park improvement projects, a participating budget
process, bike trail improvements, community gardens, the Police Department
shooting range, traffic signal synchronization projects, the pedestrian master plan,
cost recovery, increasing open space, buying empty lots to turn into parks,

microbonds, IT improvements, Capital Improvements, the Costa Mesa Golf Course,
and reconsideration of Community Choice Energy.
ACTION:
City Council provided general direction during the Study Session on the Fiscal Year
(FY) 2021-22 Proposed Capital Improvement Program (CIP) Budget and the Five -
Year (FY 2021-22 to FY 2025-26) CIP.
ADJOURNMENT — Mayor Stephens adjourned the Study Session at 7:10 p.m.
