HomeMy WebLinkAbout09-13-2021 - MinutesCITY OF COSTA MESA SPECIAL CITY COUNCIL AND PLANNING COMMISSION JOINT STUDY SESSION MINUTES Monday, September 13, 2021 5:00 PM City Council Chambers 77 Fair Drive MINUTES OF THE SPECIAL CITY COUNCIL AND PLANNING COMMISSION JOINT STUDY SESSION CALL TO ORDER - The Special City Council and Planning Commission Joint Study Session meeting was called to order by Mayor Stephens at 5:00 p.m. PLEDGE OF ALLEGIANCE — Led by the Mayor. ROLL CALL Present: Council Member Chavez, Council Member Gameros, Council Member Harlan, Council Member Harper Council Member Reynolds, Mayor Pro Tern Marr, Mayor Stephens, Planning Commission Chair De Arakal, Planning Commission Vice Chair Zich, and Planning Commissioner Russell. Present Via Zoom: Planning Commissioner Toler and Planning Commissioner Ereth. Absent: None. NEW BUSINESS: PUBLIC REVIEW DRAFT 2021-2029 HOUSING ELEMENT Presentation by Ms. Le, Economic and Development Services Director, Ms. Ashabi, Principal Planner, and Mr. Chen, Kimley-Horn Consultant. Public Comments: Tim O'Brien, Legacy Partners, representing Invesco, requested that the field portion of the Hive Site be included in the updated Housing Element. Minutes — Regular Meeting — September 13, 2021 Page 1 Robert Morse, Costa Mesa, spoke on permanent supportive housing that can be structured to count towards the Housing Element, and that the majority of Costa Mesa residents are currently renters. Betsy Densmore, spoke on low and moderate income people not being able to live in Costa Mesa. Steven Chan, Costa Mesa, spoke on the number of homes being built and rezoning the golf course for housing and development. John Tafoya, Southwest Carpenters Union, encouraged the requirement to use skillfully trained local people. Marc Vukcevich, Costa Mesa, spoke in support of high density housing. Cassius Rutherford, Costa Mesa, spoke in support of an inclusionary housing policy, expressed concern on density and affordability requirements, and the proposed density being too low. Flo Martin, Costa Mesa, spoke on affordable housing and eliminating all R1 zoning in the city. ACTION: City Council and Planning Commission provided feedback on the Public Review Draft Housing Element before its submittal to the State Department of Housing and Community Development (HCD). ADJOURNMENT — The Mayor adjourned the special joint study session at 7:16 p.m. Minutes adopted on this 5th day of October, 2021.
