HomeMy WebLinkAbout11-09-2021 - MinutesCity of Costa Mesa Meeting Minutes Tuesday, November 9, 2021 5:00 PM Study Session City Council Chambers 77 Fair Drive REGULAR STUDY SESSION MEETING OF THE CITY COUNCIL AND SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY CALL TO ORDER - The Study Session meeting was called to order by Mayor Stephens at 5:00 p.m. ROLL CALL Present: Council Member Chavez, Council Member Gameros, Council Member Harlan, Council Member Harper, Council Member Reynolds, Mayor Pro Tern Marr, and Mayor Stephens. Absent: None. STUDY SESSION ITEM: 1. CITYWIDE PARKING STUDY OF THE RESIDENTIAL PERMIT PARKING PROGRAM Presentation by Mr. Sethuraman, Public Services Director, Ms. Rosales, Transportation Manager, and Julie Dixon and Kellie Dugdale from Dixon Resources Unlimited. Minutes — Study Session — November 9, 2021 Page 1 Public Comment: Katie Arthur, Costa Mesa, stated that she lives in a neighborhood impacted by commercial parking, the cost of the proposed permit of $25 seems nominal, inquired how to prevent commercial businesses from paying for permits, spoke on commercial businesses utilizing parking for outdoor dining and if outdoor dining will be extended. Discussion ensued on parking and permit parking rules and eligibility on Cabrillo and 17th St, eligibility requirements, permit zones, utilization of garages, permit fees, shared parking agreements, multi -family residents, vehicle storage, timeline and implementation process, time limit on parking, measuring community satisfaction, the transition process from the current program to a new one, external factors, and outdoor dining impacts. ACTION: City Council provided input on the proposed recommendations for the Residential Permit Parking (RPP) program based on the results of the Citywide parking study. ADJOURNMENT- The Mayor adjourned the meeting at 7:24 PM. Minutes adopted on this 7tn day of December, 2021.
